PROJECT DESCRIPTION & CONTEXT

The project site is located in the Old Orland Historic District, at the corner of West Avenue and 143rd Place. Built in 1949, the existing building housed the former Bill’s Barber Shop for more than 40 years. The structure contained 2 separate units and a shared bathroom. The existing site has a parking lot with 4 parking spaces accessible from West Avenue, and 2 parking spaces at the rear of the structure accessed from an alley between West Avenue and Brook Street. The structure is not a Contributing Structure nor an Orland Park Landmark per the Historic Preservation Plan Commission Handbook.

PLANNING OVERVIEW

The purpose of the Old Orland Historic District (OOH) is to retain the commercial and residential character of the original core of Orland Park. The project site is located in the existing commercial portion of West Avenue between 143rd Street and 143rd Place.

Uses within this area are restricted to small retail businesses, offices, and residential dwellings, all of which must be compatible with the scale and character of the district. The subject property falls under the Permitted Commercial Area as indicated in the LDC Section 6-209 MAP 1: OOH District Boundary Map, in which Offices are a Permitted Use.

Per the Land Development Code (LDC) Section Table 6-209.G.2 Review and Approval process for Non-Contributing Structures and New Construction, a Major Change will require an Administrative Review.

Lot Coverage

Per LDC Section 6-209 Old Orland Historic District, in all non-residential and mixed-use developments, at least 10% of the site shall be maintained as green space. The lot coverage of the existing structure and parking areas, including the proposed garage is 77% and is well under the allowable 90% impervious area.

Height

Per LDC Section 6-209, the maximum building height in the Historic District is 37 feet to the top of the structure. The proposed addition of a pitched roof to the existing flat roofed structure is approx. 22’-9” to the top of the pitched roof, and conforms to the height requirement.

Garages

Per the LDC Sections 6-209, new garages should continue the tradition of being located at the rear of the lot, behind the principal building. LDC also states that garages should be compatible in design, materials and roof form of the principal building. The mean height of the proposed garage is under the 16’ height restriction prescribed by the LDC.

Garages are to have ornamental doors when facing the right of way. Per LDC Section 6-302, Detached garages may be permitted in rear and side setbacks within five (5) feet of the lot lines subject to staying outside of existing easements.

The proposed 2-car garage will be accessible from 143rd Place via a 10’ wide driveway (measured at the sidewalk line), and another driveway from the existing alley way. This arrangement will allow the existing public street parking along the north side of 143rd Place to remain largely unaffected.

Driveway Width:. Per the Land Development Code Section 6-406, Single-family residential driveway aprons shall have a maximum width of ten (10) feet for one (1) car driveways, measured at the sidewalk. The proposed driveways from 143rd Place and the existing parking lot/alley meets this code requirement.

Parking:

Per the LDC Section 6-306 Off-Street Parking and Loading requirements, Offices require 1 parking space per 200 SFT. The proposed 600 SFT office space would require 3 parking spaces, which is provided on the lot fronting West Avenue. An ADA accessible parking space shall be located in the parking lot as well.

Per the LDC, Section 6-209.D.1, no parking shall be permitted in the front setback for any use located in the OOH District. Hence, the existing parking lot along West Avenue is deemed legal non-conforming.

Pursuant to staff request, the petitioner is restoring one existing parking space closest to the intersection of West Avenue and 143rd place to a landscaped area, along with the associated parkway landscaped area. Additionally, petitioner will screen the parking lot from adjacent properties and streets with landscaping, ornamental fencing, masonry wall, or a combination thereof.

Landscaping and Tree Preservation.

Per the LDC, Tree preservation requirements outlined in Section 6-305 Landscape and Tree Preservation of the Land Development Code for preserving and/or removing trees 4-inches in caliper and above apply to the OOH District.

The petitioner requests the removal of one parkway tree to install a new driveway to the proposed garage. The removed tree to be replaced by two 4” trees, one tree in the parkway adjacent to 143rd Place and one tree in the parkway adjacent to West Avenue.

The proposed tree in the existing parkway along West Avenue will be an ornamental/small parkway tree conforming to Section 6-305.G List of Recommended Plant Species.

Per LDC Section 6-305.D.4 Landscape Bufferyards, a type 2 or type 3 bufferyard is required between nonresidential and a residential land uses. This requires either a 15’ landscape bufferyard (type 2), or a 6’ tall opaque fence and a 10’ landscape bufferyard (type 3). Specific fence requirements for OOHD are outlined below.

Per LDC 6.305.D.5 Foundation landscaping, a min. 10’ wide landscape area along 100% of all building facades fronting a public street, and a min. 7’ wide landscape area along 50% of building facades not fronting a public street is required. Foundation landscaping may be placed away from the building face in instances where the site layout allows such an alternative but shall be no more than twenty-five (25) feet from the building face.

Overall, the proposed landscape plan meets the LDC landscape requirements.

Fences.

Per LDC Section 6-209 Old Orland Historic District, fences for front yards and yards abutting a street, fences shall not exceed a height of 4-feet, must be 50% open, be of picket construction, and be white in color per Section 6-310.E.6.The proposed fence will be located in line with the front of the garage and run along the rear of the property between the garage and the neighboring residence. Fencing on property with non-contributing structures or new construction can be vinyl.

Signage

Per LDC Section 6-307 Signs, reusing the sign is extending the useful life of it which goes beyond ordinary repair and maintenance. Hence it has been determined that the existing sign will be removed.
