OVERVIEW AND BACKGROUND

According to the 2008 Residential Area Intensive Survey (RAI), the single-family house was constructed circa 1900 and is in good condition with low integrity. The two-story building features the National Gable Front architectural style. The RAI survey notes that the original building was a one-story, front gable house and was documented as such in the 1991 Residential Survey. Since that time, the building has been significantly altered so that it no longer retains the height, scale, materials or architectural details of the original.

The building is considered a Non-Contributing Structure to the Old Orland Historic District per Section 6-209 of the Land Development Code.

PROJECT DESCRIPTION & CONTEXT

The petitioner proposes to replace the existing gray asphalt shingle roof on the entire house with a new similar asphalt shingle material. The petitioner proposes to install Owens Corning Dynasty Onyx Black shingles. The contract specification sheet indicates the color and material of the proposed roof.

Section 6-209.F.3.e.1 states “New or replacement roofs of wood or asphalt shingles are appropriate...Asphalt shingles should be simple, flat and smooth, and in an appropriate color.” The proposed replacement roof material is appropriate and is similar in appearance to the existing shingles.

Per Section 6-209.G., changes to roofs are considered a minor change, which requires an administrative Certificate of Appropriateness review for Non-Contributing Structures in the OOH District.

Overall, the project conforms to the Village’s Comprehensive Plan, Land Development Codes and policies for this area.
