PROJECT DESCRIPTION & CONTEXT

Overall, the Petitioner proposes to refresh this unique façade with like-for-like repainting of the door, entryway, and upper façade as well as performing various minor repairs and routine maintenance.

The Petitioner also proposes to remove all remaining signage on the façade from former tenants. The building’s façade will be restored to ‘like new’ condition following each sign’s removal.

The front double doors, and trim around the sidelights are proposed to be re-painted with Rookwood Red (SW 2801). The door’s frame is to be re-painted Rookwood Dark Brown (SW 2808), with the 6 panel design to be re-painted with Rookwood Red (SW 2801). This matches the existing design and color scheme. The accent wood trim that frames the entryway is currently unpainted and is proposed to be painted Craftsman Brown (SW 2835). Finally, the upper façade is proposed to re-painted Westhighland White (SW 7566) and the Tudor-styled wood beams are proposed to be re-painted in a like-for-like replacement with matching color.

The Petitioner also proposes to remove the exterior lighting which formerly illuminated the front façade and repair damaged portions to the existing eaves and paint them Rookwood Dark Brown (SW 2808). All brick is to remain unpainted.

Overall, the project conforms to the Village’s Comprehensive Plan, Land Development Codes and policies for this area.

DETAILED PLANNING DISCUSSION

This non-contributing structure is currently vacant after being occupied as a tobacco retail-store that allowed indoor smoking. Originally constructed as a part of the Kruspe’s saloon buildings on the east end of 143rd street, this building was constructed approximately in the 1880’s and according to the Residential Area Intensity Study (RAI) in 2008 was in good condition with medium integrity.

In 2013 (2013-0221), a Certificate of Appropriateness was completed for exterior work performed. The indoor smoking required upgrading the building’s existing ventilation. The building’s unique construction prevented the traditional rooftop mounting of the equipment and thus ground-mounted equipment was installed and appropriately screened by a 5’ tall white vinyl fence surrounded by 6 4’ tall evergreen bushes surrounding the enclosure. Additionally, a sliding glass door at the rear of the building was replaced with French-styled double doors. Finally, windows on the southwest corner of the building were replaced alongside some CMU units with a faux stone appearance. The door, windows and outdoor condenser units are all not visible from the public right-of-way.

Also in 2013, (2013-1350) work was performed on the front façade without permits which were applied for soon after. The Tudor-styled beams across the front façade were replaced in parts that had rotted and were entirely re-painted. Additionally, the existing wood shingle awnings were replaced with asphalt shingles. Originally intended to be kept, the wood slats were unable to maintain their structure under any work and thus a change to similarly colored asphalt shingles was considered appropriate. Furthermore, the changes were considered appropriate as the structure is not a contributing structure and the building’s original construction likely did not contain many of the features found on the updated façade.

In 2016 (2016-0740), Coping was installed along the building’s parapet wall to make critical weatherproofing improvements. The colors were selected to be harmonious with the existing structure and surrounding buildings.

The current proposal improves the site’s current condition by refreshing the façade after many vacant years. The removal of the signs brings the building into compliance with the Land Development Code (LDC) Section 6-307.D.4.d, which requires the removal of signage once it no longer identifies a bona fide business conducted or a product sold on the premises where said sign is located. The refreshing of the paint in a like-for-like manner meets the design standards as described in Section 6-308 of the LDC under minor changes and routine maintenance. The removal of the exterior lighting meets LDC Section 6-315.A.2.b., which regulates the requirements for exterior lighting. All the proposed work is to be performed in accordance with the provisions in LDC Section 6-209.F.2. which details the design requirements for the Old Orland Historic District.

With the above in mind, Staff finds the current proposal to meet the standards set forth in the Land Development Code. Staff also note that the above work is proposed by the current tenant who has not yet received approval for the business to occupy the space which will be considered separately. The tenant has voiced understanding that the work performed will not influence the decision over the proposed use of the space and has elected to pursue the façade improvements voluntarily.
