HISTORY:

The petitioner for Houlihan’s Restaurant received an Appearance Review approval from Plan Commission in August 2006.  On June 4, 2007 they petitioned for another Appearance Review that modifies some of the building materials on the building elevations, and the construction details and materials for the patio. Since the first Appearance Review was a Plan Commission recommendation, the new petition has been brought before Plan Commission for consideration. 

 

The previously granted site plan approval allows the operation of a 6800 square foot restaurant with 292 seats (216 indoor, 76 outdoor) within a previously approved shopping complex, Main Street Village.  Houlihan’s Restaurant will be located on Lot 4 of this development along LaGrange Road. 

 

The August 8, 2006 Plan Commission approval included some conditions for approval: 

 

1.  That an illustration of the patio fence enclosure is added to the elevations plan;

UPDATE: The revised patio fence enclosure and overhead arbor is shown on attached elevation.

 

2.  That the petitioner adds more windows to all sides of the building to increase the transparency.

UPDATE:  Revised elevations were received and approved by staff in September 2006. These are the elevations shown as the approved version in your packets.

 

3.  That the petitioner obtains a liquor license for the restaurant from the Village.

UPDATE: The liquor license has been requested and is in process, approval is still pending

 

4.  That the petitioner submits a landscape plan showing proposed foundation plantings for Village review and approval.

UPDATE: Although an overall Landscape Plan was provided for Main Street Village, a revised Landscape Plan customized to Houlihan’s has not yet been received.

 

5.  That the additional 39 stalls required for adequate parking, are conveyed for use from Lot 3 to Lot 4.

UPDATE:  A conveyance of parking spaces from lot three to lot four was submitted in October 2006 and meets the requirement for 39 additional stalls on lot 4.

 

PROPOSAL OVERVIEW:

The applicant is proposing two revisions to the original Appearance Review approved in August 2006: a change in some of the building materials used on the building exterior and a change to the building materials and construction details of the patio that also includes the addition of an overhead arbor.

 

Although the majority of the proposed building continues to be brick and stone, the applicant is requesting the inclusion of some (30% total) beige and red colored stucco-like material, as shown on the attached elevations.  The Land Development Code Section 6-308 Design Standards states that for non-residential buildings:  “Brick shall at a minimum extend from ground level to tops of windows, with minor accents allowed in place of brick subject to meeting building codes.” The proposed red stucco front accent piece could be interpreted as a minor accent as allowed by code.

 Modifications to the building material colors have been requested to align closer to the corporate image colors.  The proposed colors are lighter than the originally approved version. 

 

The proposed outdoor seating for the restaurant wraps around the northwest corner of the building facing the bank drive thru area and pond.  This configuration was customized for the Orland Park restaurant.  No changes are being requested in the patio size or layout; however a change is requested for the patio wall materials from concrete masonry to ipe wood, stainless steel wire railing and a stone fire pit. An overhead wooden arbor is also proposed.  The wood material and fire pit creates a warmer and softer feel to the patio, although wooden walls may be less durable. However, Ipe wood is known as a strong and durable type of lumber.

 

It is noted for building permitting purposes the proposed arbor must qualify as a non-structural architectural ornamental feature, or else the 2B type of construction classification must be changed.  Additionally, special construction requirements must be met for the red EIFS that extends to the ground.

 

Recommended Action/Motion

I move to accept as findings of fact of this Plan Commission the findings of fact set forth in this staff report, dated June 12, 2007,

 

And

 

I move to approve the Appearance Review for Houlihan’s Restaurant as shown on the colored elevations titled Houlihan’s Restaurants Inc, prepared by TRM architects and dated May 31, 2007 with the following conditions.

 

 

1.                     That the beige stucco replaces the light brick only above the upper limits of the adjacent window.

 

2.                     That the downspouts are painted to match their background.

 

3.                     That the petitioner submits a landscape plan showing proposed foundation plantings for Village review and approval within fourteen days of Plan Commission approval.

 

4.                     That the red stucco accent area below the tops of windows be constructed of extra durable materials as outlined in the Building Code.

 

5.                     That all final engineering and building code and related items are met.

 

6.                     That the applicant obtains a liquor license from the Village as required by law.
