Background
The Village of Orland Park provides a wide range of essential public services, including public safety, utilities, public works, infrastructure, recreation, and administrative support services. To continue delivering high-quality and responsive services, it is critical that the Village maintain a highly engaged, productive, and committed workforce.
In 2023, the Village participated in the Gallup Q12 Employee Engagement Survey as part of its leadership development and organizational improvement efforts. The results revealed that employee engagement levels across the Village were below national benchmarks and highlighted the need for a structured, data-driven approach to building an engaged and high-performing workforce.
Gallup’s Q12 framework, which is grounded in decades of empirical research and includes 12 validated engagement indicators, provides the Village with a consistent, scalable, and actionable model for strengthening employee engagement.

Gallup’s extensive database, representing millions of employees across thousands of organizations, demonstrates that highly engaged organizations experience measurable improvements in productivity, customer satisfaction, retention, wellbeing, and safety outcomes.
Summary of Gallup’s Scope of Work
Gallup’s proposed scope of work provides a comprehensive, multi-year engagement strategy that includes survey administration, data analysis, leadership coaching, manager training, and implementation support.
Year 1 Project Deliverables:
-Annual Employee Engagement Survey implementation, including questionnaire design, communication planning, data verification, and survey administration.
-One manager training for up to 100 supervisors.
- Leadership results briefing for senior leadership.
-Gallup Access Workplace Survey Business Subscription for 600 employees, providing dashboards, benchmarking, analytics, team action planning tools, and mobile app access.
- Half-day “Creating an Engaging Workplace for Managers” instructor-led course, along with the Driving Employee Engagement Workbook and Digital Manager Packet.
Years 2 & 3 Deliverables:
-Annual Employee Engagement Survey administration with full implementation support.
-Annual manager webinar and leadership briefing.
-Continued Gallup Access subscription for 600 employees.

The total three-year cost for the Gallup Q12 Rollout is $137,209.50, which includes survey administration, training, leadership coaching, and Gallup Access subscription services. These costs are fully itemized in the attached Gallup proposal and are consistent with industry benchmarks for comprehensive employee engagement solutions. The first-year costs will be added to the upcoming budget amendment.
