Quarterly Economic Development Update - ORACLE Meeting Summary
History
As part of the Village's renewed emphasis on transparency and resident engagement, the Village is going to start presenting quarterly economic development updates at the Committee of the Whole. The following is a summary of a meeting that was hosted by the Village where multiple Village projects and economic development projects were presented to the local taxing jurisdictions.
On June 24, 2026 the Village of Orland Park hosted the inaugural meeting of the Orland-Area Regional Alliance for Collaboration and Engagement (ORACLE) with the local taxing jurisdictions that represent Orland Park. Members of the Village Board, Orland School District 135, Consolidated School District 230, Orland Park Library, the Orland Fire Protection District, Moraine Valley Community College, and Orland Township were present at the meeting.
The intent of ORACLE is to establish an annual forum that strengthens cooperation among local governments, improves transparency, and improves service delivery for Orland area residents, and reviews shared priorities and goals. The forum reviewed proposed developments and their land use implications, discussed major road infrastructure projects, explained economic development tools and policies, explore opportunities for partnership and a commitment to open communication. The projects discussed are listed below, with an update on the project since the time of the meeting.
Downtown Orland Park - Heroes Park under review by the Village, earthwork for the park to start in a few weeks.
Downtown Orland Park East TIF - This TIF is planned for January 2027.
Dick’s House of Sports TIF - Plans for entitlement have been submitted and are under review. The TIF is planned for adoption in January of 2027.
Amazon Retail Store - Amazon has begun site work and was issued a full building permit. The former Petey’s II restaurant will be demolished in the coming weeks.
Costco Gas Station - Construction on the roundabout has begun and is expected to be completed by the end of 2026. The gas station work will continue until spring/summer of 2027.
Crossroads - Village is working on Phase II environmental study for the acquisition of the former BP parcel.
Former Andrew Property - RDA will be ready in September.
Marley Creek Basin and Preservation Area - The Village closed on the property at 17171 Wolf Road, the former El Cortez. The sites acquired by the Village will be cleared, graded and re-established as natural areas consistent with engineering plans now underway. Bids for demolition of the structures at 17171 Wolf Road and 17101 Wolf Road are being issued with demolition expected by the end of 2026. The Village also secured a $1,000,000 grant to support the purchase of property and wetland restoration in the project area. The Marley creek Basin and Preservation Area is scheduled for completion in 2027.
Performing Arts Center - The Village of Orland Park is undertaking a Performing Arts Center feasibility study to determine the project’s viability and the best path forward for a community venue. The Village issued Performing Arts Center Feasibility Study, with findings targeted by year’s end. The study was awarded to Theater Projects. Kick-off meeting was held 8/5. Consultants conducted stakeholder engagement 8/26 - 29.
Centennial Park West - The Village is advancing a Strategic Operating Plan for Centennial Park West (CPW) to evaluate year-round activation and facility improvements. The study will detail capital costs, operating models, and revenue opportunities to enhance resident experience, neighborhood impact, and better support major community events hosted at CPW. The study was awarded to Keen Independent Research. Kick-off meeting was held 8/5. Consultants conducted stakeholder engagement 8/26 - 29.
Eastern Field House - The Village is pursuing an Eastern Field House feasibility study to evaluate a new indoor, year-round recreation facility at the former Riviera Country Club, with analysis of siting, capital costs, operating models, and funding options. The study was awarded to William Architects. The Village is working through the contract with the consultant. Kick-off meeting/stakeholder engagement TBD.
Athletic Fields - The Village is advancing an Athletic Fields Strategic Operating Plan & Feasibility Study to assess current and future field demand, programming, and capital upgrades-including the potential conversion of grass fields to artificial turf. Staff is finetuning the scope of work for this study prior to issuing RFP.
Centennial Park Aquatic Center (CPAC)/Sportsplex/Orland Park Health and Fitness Center (OPHFC) - The Village is preparing a combined operational and capital planning study of the Centennial Park Aquatic Center (CPAC), Sportsplex, and the Orland Park Health & Fitness Center (OPHFC) to benchmark performance, evaluate pricing and membership models, align staffing and scheduling, and prioritize facility improvements-such as aquatics upgrades and expanded court capacity-so residents experience a seamless, year-round recreation system that is financially sustainable. Scope of work to be developed; RFP issued Fall 2026.
Care Solace - Connecting the community with mental health resources.

Impact Fee Ordinance - Village still working with taxing bodies to provide answer questions related to the IGA and will continue to move toward a new impact fee ordinance
After presentation of each of these items, staff took questions from the taxing bodies related to each topic. Ultimately, there was a list of initial action items for follow-up and suggestions on how to keep the conversation going. It was agreed that ORACLE will meet annually to discuss similar Village initiatives.
Future meetings may include increased participation by the other taxing bodies now that they are familiar with the format. All attendees were gracious for the opportunity to hear from the Village and thankful for the opportunity to contribute. This effort of coordinated planning across jurisdictions will create faster, more transparent intergovernmental engagement. This unified decision making will improve the quality of services delivered to Orland Park residents.
