"Speed Enforcer" Automated Speed Enforcement System
History
The Village of Orland Park has identified speeding on LaGrange Road and other major arterial roadways as an ongoing public safety concern. To address this issue, the Village has implemented a comprehensive approach that includes increased traffic enforcement by the Orland Park Police Department, participation in regional traffic safety initiatives with neighboring communities, and the evaluation of additional traffic safety measures designed to improve compliance with posted speed limits.
As part of the Village's continued commitment to improving roadway safety, staff has identified Dacra Adjudication Systems, LLC d/b/a Dacra Tech, LLC as the sole source provider of the "Speed Enforcer" Automated Speed Enforcement System. The proposed system has an annual cost of $150,000.00 which includes the installation and maintenance of four (4) speed enforcement cameras, automated event image processing, system integration and support, processing center validation, owner look-up services, and the processing and mailing of up to 1,500 notices per month.
The system will supplement the Police Department's existing traffic enforcement efforts by promoting compliance with posted speed limits, increasing driver awareness, and enhancing public safety on the Village's primary arterial roadways.
Staff has determined that Dacra Tech, LLC is uniquely qualified to provide the proprietary integrated platform, including the equipment, software, processing services, and ongoing support necessary to implement the Village's automated speed enforcement program. Only Dacra Tech, LLC offers a comprehensive back-office and administrative adjudication software solution specifically designed to support the Illinois Local Adjudication process. In addition, Dacra Tech, LLC provides full integration with the Village's software and hardware systems while offering a unique "warning" citation program that is not available through other vendors. Staff recommends approving a sole source agreement with Dacra Tech, LLC for an initial term of one (1) year, with the option to renew for up to two (2) additional one-year terms at the Village's discretion.
Financial Impact
The annual cost of the Speed Enforcer Automated Speed Enforcement System is $150,000. If the Village elects to exercise both optional renewal terms, the total potential contract value will be $450,000, subject to annual budget appropriations.

I move to recommend to the Village Board to approve the waiver of the competitive bid process and authorize the approval and execution of a sole source vendor contract with Dacra Adjudication Systems, LLC d/b/a Dacra Tech, LLC for the "Speed Enforcer" Automated Speed Enforcement System for an initial term of one (1) year at an annual cost of $150,000, with the option to renew for up to two (2) additional one-year terms at the Village's discretion, for a total not-to-exceed contract amount of $450,000.00.
