PROJECT DESCRIPTION & CONTEXT
Overall, the Petitioner is proposing to upgrade the existing ground equipment for the site, which involves expanding the enclosed area. Therefore, the Petitioner is proposing to expand the ground equipment area approximately 200 square feet (SF), shift the abutting parking west and accommodate that shift by relocating the existing western curb further west.

North
The ground equipment area abuts Orland Fire Station 3, no changes are proposed.

South
The ground equipment area is located within the fire station’s parking lot, which is largely unaffected.

East
The Petitioner proposes to expand the existing ground equipment 10’ to the west to accommodate new ground equipment. Within the enclosed area, the Petitioner proposes to install a new 12’x9’ concrete pad atop which will be two new equipment cabinets. A new ice shield will run from the equipment cabinets to the existing 125’ tall tower. The Petitioner then proposes to enclose the entire area with a new 8’ tall opaque wood fence of a neutral-colored finish, replacing the non-code-compliant chain link fence. The Petitioner also proposes 3 new gates to access the area. A 6’-6’’ wide double gate facing east near the tower, a 6’ wide double gate facing south, and a 4’ wide single gate facing west into the 2 parking spaces. Finally, the Petitioner proposes to install 4 new bollards along the western border of the enclosed area for protecting against the abutting parking spaces.

West
The Petitioner proposes to remove the existing curb around the garbage enclosure and install a new curb connecting the existing dumpster enclosure to the firehouse’s southern façade. This will result in the removal of approximately 187 square feet of green space on the site. The proposed loss of green space would still satisfy the Village’s lot coverage requirements for the site. The Petitioner also proposes to install 4 new bollards along the eastern edge of the dumpster enclosure. In between the expanded ground equipment area and the dumpster enclosure will be two parking spaces which meet the Village required dimensions.

Overall, the project conforms to the Village’s Comprehensive Plan, Land Development Codes and policies for this area.

DETAILED PLANNING DISCUSSION
On a whole, the proposed work largely maintains the existing site conditions. The proposal would bring the screening for the enclosure up to Village Code Requirements, an improvement on the existing site conditions and providing much improved screening of the ground equipment from the newly developed adjacent parcels.

Mobility
The site is accessible from Wolf Road. The Petitioner is not proposing any changes to the established traffic circulation pattern on the site.

Parking/Loading
While 2 parking spaces are being re-located 10’ west, the number of parking spaces is unchanged. The parking requirements for this proposal have been met.

Landscape Plan
The Petitioner has not proposed any changes to the site’s existing landscape plan. The reduction in green space still meets the Village’s requirements for lot coverage for this site.

Signage
Signage is not part of this petition and should be submitted for separate review to the Development Services Department.
