Title/Name/Summary

143rd Street Creek Maintenance (RFP #26-042)

History

In 2000, Christopher B. Burke Engineering, Ltd. (CBBEL) procured a Design-Build project to alleviate drainage issues in the Tuckaway/Old Orland area. This project consisted of clearing, excavating, and restoring approximately six-hundred seventy-eight (678) feet of drainage ditch leading into the McGinnis Slough. This drainage ditch is located along the north side of 143rd Street west of West Avenue. Permission was secured from the Forest Preserve District of Cook County (FPDCC) to perform this work under license number 1659. This license remains in effect and authorizes the Village to maintain this drainage ditch as needed.

The 143rd Street Widening project scheduled to begin construction in early 2027 will utilize this drainage ditch to convey stormwater from the pavement to the slough. As a prerequisite to allowing this project to begin, the Illinois Department of Transportation (IDOT) has mandated this drainage ditch be cleaned and restored back to the original cross section permitted in 2000. A field visit was held on March 13, 2026, with the FPDCC to review the scope of work and discuss the necessary steps to proceed. The FPDCC confirmed that the current permit will allow access, and the original 2000 limits must be followed. If additional area is needed to perform the work, additional fees will be required but would be minimal. Work can only be performed in the month of August.

To initiate the drainage ditch maintenance project, RFP #26-042 - 143rd Street Creek Maintenance was published on BidNet Direct from May 14, 2026, to June 4, 2026. During that time, twenty-four (24) vendors downloaded at least one (1) of the proposal documents, eleven (11) vendors were local to Illinois, and proposals were received from four (4) contractors. A summary of the proposals is below:

Paragon Integrated Services Group, LLC of Houston, TX - $116,506.52

Thornton Equipment Services, Inc. of New Lenox, IL - $145,000.00

V3 Construction Group, Ltd. of Woodridge, IL - $153,037.50

Copenhaven Construction of Union, IL - $310,500.00

While Paragon Integrated Services Group, LLC of Houston, TX, was the lowest bidder with a submitted project cost of $116,506.52, they were determined not to have demonstrated compliance with the RBO’s apprenticeship requirements. Therefore, it is staff's recommendation that the next lowest proposal from Thornton Equipment Services, Inc. of New Lenox, IL, be awarded for the 143rd Street Creek Maintenance project in the amount of $160,000.00 ($145,000.00 plus $15,000 contingency). Contingency is being requested for unforeseen conditions during construction that may require a change order.

Financial Impact

Funding for 143rd Street Creek Maintenance is available in account 5007000-571250.
