2026 Emergency Tree Service Support
History
On July 27 and August 10, 2026, severe weather events caused widespread tree damage throughout the Village, including an EF0 tornado on July 27 and an EF1 tornado on August 10.
To assist with the resulting cleanup and hazard mitigation efforts, the Village engaged four (4) contractors to supplement the efforts of Public Works crews. Three (3) of these contractors, Smitty's Tree Service, Homer Tree Care, and The Davey Tree Expert Company, maintain existing Master Services Agreements (MSAs) with the Village for tree services, including emergency storm response. The fourth contractor, Semmer Landscape, serves as the Village's current mowing and maintenance contractor under an agreement whose scope includes grounds maintenance.
At the time of requesting assistance from each contractor, Public Works asked vendors for “Proposal Sheets” to have an idea of the hourly cost for cleanup services. The requested scope of work included brush clean up, branch removal, and tree removal, although not all companies have been performing all services. For example, Semmer and Homer have been primarily focused on brush cleanup on parkways and Village parks, while Smitty’s and Davey have concentrated on branch (i.e. hanger) and tree removals.
An initial verbal approval was granted by the Village Manager for these companies to perform storm cleanup work for a total amount not to exceed $24,999.00, knowing that contracts would need to be established with Village Board approval as the final total cost for these services would exceed this original amount.
As the main storm cleanup effort has spanned thirty-one (31) days (July 27 through August 26), and numerous storm-related tree removals are still being scheduled, Public Works expects the submittal of several invoices from all (4) companies over the next few weeks. To date, only partial invoices for the storm cleanup have been submitted by three (3) of the four (4) contractors to the Village for processing. The Village is coordinating with county and state agencies, including Illinois emergency management to seek reimbursement through the federal Public Assistance program administered by FEMA. This collaboration is focused on recovering eligible storm-related costs such as debris removal and emergency protective measures, subject to federal validation and approval.
Financial Impact
A budget amendment is requested in the amount of $1,000,000.00 to cover the requested expenses as there are insufficient funds in the account utilized for tree storm cleanup (1008010-443500).
Recommended Action/Motion
I move recommend to the Village Board to approve and authorize separate Exhibit Bs for 2026 Emergency Tree Service Support with Smitty's Tree Service, Homer Tree Care, The Davey Tree Expert Company, and the execution of Contract Change Order #3 and Amendment B with Semmer Landscape, in an amount not to exceed $250,000.00 per vendor, for a combined total of $1,000,000.00, and as fully presented.

I move recommend to the Village Board to approve and authorize the execution Exhibit Bs to the Master Service Agreements all dated July 21, 2025, for Tree Services between the Village of Orland Park and the following vendors for 2026 Emergency Tree Service Support, based on the proposal sheet dates listed below for a total not-to-exceed contract price of $250,000.00 per vendor:
Davey Tree Expert Company, proposal date July 30, 2026
Homer Tree Care, Inc., proposal date July 28, 2026
Smitty's Tree Service, proposal date July 29, 2026;
AND
Approve and authorize the execution of Change Order #3 and Contract Addendum B to the original contract 20240023 dated January 4, 2022, with Semmer Landscape LLC of Chicago, Illinois, for Turf Mowing and Maintenance Services to increase the total not to exceed contract amount by $250,000.00 from $654,450.30 for FY26 based on Semmer Landscape’s proposal sheet dated July 27, 2026, for a total not-to-exceed $904,450.30 for FY26, plus a previously approved contingency amount of $32,722.52 for FY26, for new total not-to-exceed contract amount of $937,172.82.
