OVERVIEW AND BACKGROUND

According to the 2008 Residential Area Intensive Survey (RAI), this single-family home is Folk Victorian in style with a medium integrity and was in good condition. Exterior work on this property was last performed in 2013. The existing synthetic siding was replaced for both the home and garage following damage from a vehicle veering off West Avenue which struck the property at the southeast corner of 143rd Place and West Avenue causing extensive damage to the west elevation of the home. Slate grey, 4.5 inch Royal Woodland Siding Traditional Harvard Style vinyl clapboard siding was installed.

The Petitioner now proposes to tear-off and re-roof, replace siding, fascia, gutters, and downspouts (all the same color).

The building is considered a Non-Contributing Structure to the Old Orland Historic District per Section 6-209 of the Land Development Code.

PROJECT DESCRIPTION & CONTEXT

The petitioner proposes replacements of the existing gray asphalt shingle roof, white gutters, fascia, gutters and downspouts on the home.

The Petitioner proposes to tear-off and re-roof the home only with GOLD-Estate Gray asphalt shingles. The Petitioner proposes to remove the existing aluminum fascia and install aluminum triple four-inch solid panels that feature a premium painted finish with a 12-inch exposure. Every fourth panel is to be vented for attic ventilation. The fascia work is only proposed on the rear (south-facing) gable of the home and is to be white in color. The Petitioner also proposes to remove existing gutters and downspouts and install 5-inch seamless .032 aluminum gutters with “omni” hangers installed at 24-inch intervals. The downspouts measure 3-inch by four-inch aluminum, supported by aluminum straps. Both the gutter and downspouts are to be white in color.

The Petitioner also proposes to replace the trim on the residence’s corners and around windows The replacement is to be white in color. Finally, the Petitioner intends to replace the existing vinyl siding around the garage door and on the rear sides of two dormers with Mastic Carvedwood D 4-inch siding. The siding will be harbor grey in color. Two corners of the garage are to be replaced with white capping.

Section 6-209.F.3.e.1 states “New or replacement roofs of wood or asphalt shingles are appropriate...Asphalt shingles should be simple, flat and smooth, and in an appropriate color.” The proposed replacement roof material is appropriate and is similar in appearance to the existing shingles.

Per Section 6-209.G., changes to roofs are considered a minor change, which requires an administrative Certificate of Appropriateness review for Non-Contributing Structures in the OOH District.

Per Section 6-209.F.3.f.,”For replacements or additions, materials for siding, brick, and trim should match and be compatible in character, color and texture with the original.”

Overall, the project conforms to the Village’s Comprehensive Plan, Land Development Codes and policies for this area.
