REQUESTED ACTIONS
The Petitioner is requesting the approval of a Certificate of Appropriateness for new roofs, siding, and cupola weathervanes on two landmarked structures.
COMPREHENSIVE PLAN
This property is a part of the Silver Lake South Planning District. This district is largely residential and includes an extensive network of open spaces. In 2023 the Village approved the Heritage Sites Strategic Plan, which is a master plan for all the historic sites within the Village. This plan describes “Boley Farm” as a “passive site”, meaning that hosting programming and events is not the main focus of the site. Boley Farm is intended to serve as an open space that also educates visitors on Orland Park’s past. This proposed work will allow the farm to continue this goal and is therefore consistent with the Comprehensive Plan and Heritage Sites Plan.

BACKGROUND
Boley Farm is a 5.8 acre property that was bought by the Village in 2001 through the Open Lands Program. In 2002 the property was annexed into the Village, and in 2008 Boley Farm was designated a landmark.
In 2020, the Village discovered that some structures at Boley Farm had degraded to the point that they might be hazardous to the public.
In 2021, the Board of Trustees approved a Certificate of Appropriateness for the demolition of structures on the site, including the farmhouse, machine shed, and chicken coop. In 2024 this demolition was completed. The site currently contains a ground barn with attached milk house, silo, and granary.
PLANNING DISCUSSION
This proposal is to replace the roofs on both the ground barn/milk shed and granary, alongside the replacement of a section of siding on the granary. As part of the roofing work, four cupola weathervanes will be replaced.
The roofing work is expected to look largely the same as existing. The new siding and cupola weathervanes are expected to differ slightly from existing, therefore constituting a minor change to the landmarked structures.
The proposed work is detailed in the contract dated July 22, 2026, by Anthony Roofing (Tecta America).
Roofing: The proposed roofing work includes the removal of existing roofing down to the wood deck, the installation of a new ice/water shield, flashings, lighting protection, and the installation of new Kynar metal roof panels in the “Max Rib” style by McElory Metal. Metal fascia and Kynar steel soffit is also proposed as a part of this work.
Siding: 120 SF of steel siding is proposed for the granary. The contract notes that the new siding “color will not match due to existing panel fading”. The color will be a shade of red close to existing.
Cupola Weathervanes: Four new cupola weathervanes will be installed as part of the roofing work. The new cupolas will be a slightly different shape, size, and color from existing. The new cupolas will be slightly taller, with more pronounced vents, and will have a different color scheme. The existing cupolas have black tops, dark red vents, and white corners, while the new cupolas will have dark red tops and bases, and white vents/corners.
Overall, the proposed minor work conforms to the Village’s Land Development Code and long-range plans for the site.
STAFF RECOMMENDED ACTION
Regarding Case Number 2026-0907, also known as Boley Farm Roofs, Cupola Weathervanes, and Siding - Certificate of Appropriateness, Staff recommends to accept and make findings of fact as discussed at this Plan Commission meeting and within the Staff Report dated September 11, 2026;
And
Staff recommends the Plan Commission approve a Certificate of Appropriateness.
