AN ORDINANCE AMENDING TITLE 8 (POLICE), CHAPTER 3 (ALARM SYSTEMS), SECTIONS 8-3-9 and 8-3-10
Body
WHEREAS, the Illinois Compiled Statutes, including the Illinois Municipal Code, regulate purchases and contracts entered into by the Village of Orland Park, a home-rule municipality; and
WHEREAS, the Village has experienced an increasing number of false alarm activations at commercial and business properties, resulting in unnecessary responses by emergency personnel; and
WHEREAS, each false alarm response diverts police, fire, and emergency resources from genuine emergencies, thereby impacting public safety and the efficient delivery of essential services; and
WHEREAS, excessive false alarms at business establishments reduce the availability of emergency responders to attend to critical incidents and compromise the overall readiness of Village emergency services; and
WHEREAS, the Village finds in necessary to enforce compliance with alarm system standards and reporting requirements to ensure that emergency personnel are not routinely diverted to non-emergency calls; and
WHEREAS, the current ordinance has not been updated or amended to keep pace with the costs associated with law enforcement, compliance monitoring, and corrective measures;
WHEREAS, the Village deems it is in the best interest of the Village and its residents to amend the ordinance to mirror the amended Appendix B: Fine Schedule to encourage the lawful behavior and compliance, enhance community responsibility, and protect the quality of life of all residents.
NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the Village of Orland Park, Cook and Will Counties, Illinois, as follows:
SECTION 1
Title 8 (Police) Chapter 3 (Alarm Systems) Sections 8-3-9 and 8-3-10 shall hereby be amended in part (additional language marked by underlining and deletions marked with strikethrough) as reflected and attached hereto as EXHIBIT “A”.
SECTION 2
This Ordinance shall be in full force and effect from and after its passage and approval as required by law.
SECTION 3
The Village Clerk be and herby is authorized and directed to publish this Ordinance in pamphlet form.
