AN ORDINANCE AMENDING TITLE 2 OF THE ORLAND PARK VILLAGE CODE REGARDING BOARDS, COMMISSIONS AND COMMITTEES

                     WHEREAS, the President and Board of Trustees of the Village of Orland Park have from time to time created by ordinance certain commissions, committees and advisory boards in order to provide the President and Board of Trustees with information, advice and technical assistance on certain matters relevant to the health, safety and welfare of the Village; and

                     

WHEREAS, pursuant to Title 2, Chapter 1, Subsection 2-1-1 (f) of the Village Code of the Village of Orland Park, “following each election cycle for the Village President, a review of existing advisory Boards and Commissions, and their affiliated no-for-profit entities, if any, shall be conducted by the Village President and Board of Trustees.  Such review shall include the duties, responsibilities and by-laws to ensure relevance to current needs and direction for amendments as deemed appropriate” (Village of Orland Park Village Code of Ordinances¸2-1-1 (f)); and

                     

WHEREAS, pursuant to such direction, a review of the current boards and commissions, as well as their duties, responsibilities, and bylaws, has been undertaken by the Village President and Board of Trustees, in cooperation and consultation with Village Staff, and from time to time has made recommendations regarding restructuring of the various boards and commissions of the Village; and

                     

WHEREAS, the President and Board of Trustees of the Village of Orland Park have determined to eliminate the following Boards and Commissions:  the Recreation Advisory Board, the Housing Advisory Committee, the Veterans Commission, and the Technology Commission; and

                     

WHEREAS, the President and Board of Trustees of the Village of Orland Park have conceptually determined that these boards and committees will each be made up of up to eleven (11) members, appointed by the President of the Village, with the advice and consent of the Board of Trustees.  In addition, the Village President shall receive a recommendation from each board and/or commission as to its proposed chairperson, who shall continue to be appointed by the Village President with the advice and consent of the Board of Trustees; and 

                     

WHEREAS, the President and the Board of Trustees of the Village of Orland Park find that it is in the best interest of the Village and its residents to amend the Village Code to further the process of amending its provisions with regards to boards and commissions.

                     

NOW, THEREFORE, BE IT RESOLVED, by the Village President and Board of Trustees of the Village of Orland Park, Cook and Will Counties, Illinois, as follows:

 

SECTION 1

 

The above recitals are incorporated by reference into this Section 1 and made a part hereof as though fully set forth herein.

 

SECTION 2

 

Title 2, Chapter 1, Section 2-1-1 of the Village of Orland Park Code of Ordinances shall hereby be modified to delete Subsection 2-1-1 (d) (Chairpersons) in its entirety and replace it with the following:

 

2-1-1 GENERAL STATEMENT:

(d)                     Chairpersons:  The Chairperson of each Board and Commission shall be appointed by the Village President after considering the recommendation of each Board and Commission as to a proposed Chairperson, with the advice and consent of the Village Board of Trustees.  The Chairperson’s roles and responsibilities shall be as follows:

                     (i)                     Ensure that agendas are prepared for each meeting and to place items on the agendas;

                     (ii)                     Preside over and conduct the meetings; and

                     (iii)                      Act as liaison to the Village President and Board of Trustees.”

SECTION 3

 

Title 2, Chapter 1, Section 2-1-1 of the Village of Orland Park Code of Ordinances shall hereby be modified to delete Subsection 2-1-1 (f) (Periodic Review) in its entirety and replace it with the following:

 

2-1-1 GENERAL STATEMENT:

(f)                     Composition: Each board and commission shall be comprised of up to eleven (11) members unless otherwise hereinafter provided.”

 

SECTION 4

 

Title 2, Chapter 1, Section 2-1-1 of the Village of Orland Park Code of Ordinances shall hereby be modified to add a new Subsection 2-1-1 (g) (Periodic Review) to read in its entirety as follows:

 

2-1-1 GENERAL STATEMENT:

(g)                     Periodic Review:  Following each election cycle for the Village President, a review of existing advisory Boards and Commissions, and their affiliated not-for-profit entities, if any, shall be conducted by the Village President and Board of Trustees. Such review shall include the duties, responsibilities and by-laws to ensure relevance to current needs and direction for amendments as deemed appropriate.”

 

SECTION 5

 

All Ordinances or parts of ordinances in conflict herewith are, to the extent of such conflict, hereby repealed.

 

SECTION 6

 

This Ordinance shall be in full force and effect from and after its adoption and publication as provided by law.
