PROJECT DESCRIPTION & DETAILED PLANNING DISCUSSION

The petitioner is requesting Appearance Review approval for interior and exterior remodeling of the existing automobile dealership at 8751 W 159th Street (formerly Zeigler Infiniti), along with a single-story building addition. Proposed exterior modifications include the installation of Basalt Gray and Tricorn Black aluminum composite material (ACM) wall panels, clear insulated glass curtain wall systems, EIFS/stucco accent finishes, and dark-tinted glazing upgrades. The proposed 211.2 square foot (16 ft 8 in by 12 ft 8 in) single-story addition is located at the rear of the structure and is designated specifically for Electric Vehicle (EV) battery storage. Existing window mullions, doors, and overhead door frames will be refinished in Gloss Black and Cyberspace paint.

The proposed architectural elevations comply with the design and material standards set forth in LDC Section 6-308. Primary exterior finishes consist of ACM-1 (Basalt Gray), ACM-2 (Tricorn Black), and clear insulated structural glazing. Proposed EIFS/stucco applications (Sherwin Williams Cyberspace and Tricorn Black) are restricted to non-impact accent areas. Exterior shop walls will utilize smooth sand finish stucco or matching insulated panels. Examination of the submitted plan set (Sheets A-1.0 through A-4.1) confirms that no fabric awnings or canopy structures are proposed as part of this improvement project.

Pursuant to LDC Section 6-313 (Pollution Control Standards) and applicable Village Building and Fire Codes, high-energy storage and indoor hazardous material uses require fire-rated enclosure and physical separation from customer-accessible areas. The proposed EV battery storage addition is sited within the service area at the rear of the property. Staff finds that locating this facility away from customer circulation, constructed with solid enclosure walls and integrated ventilation and fire suppression systems, satisfies municipal safety standards.

LDC Section 6-307 mandates that aggregate permanent and temporary window signage shall not exceed 20 percent coverage of any individual windowpane or total glass frontage. Window signage must also maintain an unobstructed sight line between 3 ft and 6 ft above finished floor elevation. Review of Sheets A-4.0 and A-4.1 confirms that the extensive high-transparency structural glazing along the North and West facades maintains required visibility, with no proposed window graphics exceeding the 20 percent threshold.

Lastly, the petitioner's fire sprinkler contractor will examine their fire sprinkler system and update it for the EV component in the proposed battery room.
