BACKGROUND

The petitioner submitted an Appearance Review application for Evergreen View Park identifying the proposed work as accessory structures and sidewalks. The application materials include the project scope, parcel/location exhibits, and manufacturer/engineering drawings for the new pavilion.

The submitted scope of work states that the project includes removal of an existing pavilion and installation of a new 24' x 48' pavilion, together with a new concrete pad and four picnic tables. An aerial exhibit titled “Pavilion Locations - Evergreen View Park” shows the pavilion located within the existing park near the playground and internal walking path system.

DETAILED PLANNING DISCUSSION

Per Section 5-106 of the Land Development Code, the Appearance Review process is intended to maintain and enhance the appearance of existing development through administrative review of minor site and exterior improvements, while confirming compliance with applicable Code requirements and maintaining harmony with surrounding community character. The proposed work qualifies for Appearance Review because it involves installation of a new accessory structure and related site improvements within an existing public park.

According to the submitted project scope, the work includes removal of an existing pavilion and installation of a new 24' x 48' pavilion, along with a new concrete pad and four picnic tables. Public Works staff will perform the work associated with the installation.

The submitted manufacturer drawings show a rectangular, open-sided pavilion with a 24-foot by 48-foot footprint. The elevation sheet indicates an overall height of approximately 12'-2 3/16" and an eave height of approximately 8'-0 7/8". The pavilion is designed with a 4:12 roof slope.

The submitted cover sheet and material notes indicate the pavilion is a steel-framed shelter with steel roof panels, structural steel plate, tube steel members, and bolted connections. In staff’s opinion, the proposed pavilion is appropriate for a municipal park setting because it is a durable and functional accessory structure that is consistent with the character of a neighborhood park amenity.

The aerial exhibits show the pavilion located within Evergreen View Park in proximity to the existing playground and multi-use path network. The park parcel is shown as approximately 25.64 acres. Staff finds the location appropriate, as the pavilion will function as a supporting park amenity within an established public recreational area.

The submitted drawings include anchor bolt and footing details for the pavilion columns, as well as framing and roof layout sheets. The cover sheet references design criteria including the 2021 International Building Code, 107 mph wind speed, Exposure C, and structural design for the submitted pavilion system.

Because the project is limited to replacement of an existing pavilion with a similarly intended park shelter and related picnic amenities, staff finds that the improvement will maintain and enhance the appearance and usability of the park without adversely affecting the surrounding area. The new pavilion and pad represent a permanent upgrade to an existing public recreation space.
