AN ORDINANCE AMENDING TITLES 1 AND 2 OF THE ORLAND PARK VILLAGE CODE REGARDING BOARDS, COMMISSIONS AND COMMITTEES

Body

WHEREAS, the President and Board of Trustees of the Village of Orland Park have from

time to time created by ordinance certain commissions, committees and advisory boards in order to provide the President and Board of Trustees with information, advice and technical assistance on certain matters relevant to the health, safety and welfare of the Village; and

 

WHEREAS, pursuant to Title 2, Chapter 1, Subsection 2-1-1 (f) of the Village Code of the Village of Orland Park, “following each election cycle for the Village President, a review of existing advisory Boards and Commissions, and their affiliated not-for-profit entities, if any, shall be conducted by the Village President and Board of Trustees. Such review shall include the duties, responsibilities and by-laws to ensure relevance to current needs and direction for amendments as deemed appropriate” (Village of Orland Park Village Code of Ordinances¸2-1-1 (f)); and

 

WHEREAS, pursuant to such direction, a review of the current boards and commissions, as well as their duties, responsibilities, and bylaws, has been undertaken by the Village President and Board of Trustees, in cooperation and consultation with Village Staff, and have determined that a complete restructuring of the boards, committees and commissions of the Village is warranted and would further their overall mission, utility, and contributions to the Village of Orland Park; and

 

WHEREAS, the President and Board of Trustees of the Village of Orland Park have determined to eliminate the following Boards and Commissions: the Recreation Advisory Board, the Housing Advisory Committee, the Veterans Commission, and the Technology Commission; and

 

WHEREAS, the President and Board of Trustees of the Village of Orland Park have conceptually determined to create the following Boards and Commissions:

                     Senior Citizen Advisory Board

                     Young Families Advisory Board

                     Sports Advisory Board

                     Grounds and Recreation Facilities Advisory Board

                     Recreation Programming Advisory Board

                     Cultural Arts Advisory Board

                     AI and Information Technology Advisory Board

                     Conservation and Sustainability Advisory Board

                     Economic Development Advisory Board

                     Heritage Sites Advisory Board

                     Veterans’ Advisory Board

                     America 250 Committee

                     Sister Cities Committee; and

 

WHEREAS, these boards and committees will each be made up of up to 7 members, appointed by the Village President, with the advice and consent of the Board of Trustees. Unless otherwise required by law, all Board and Commission members shall be residents of the Village of Orland Park or individuals who, whether personally or as a partner, principal shareholder, joint owner, or designated representative, have a business, firm, or other entity located within the Village, or who own or lease taxable property within the Village. Members shall serve for a period of one (1) year and until their respective successors have been appointed by the Village President with the advice and consent of the Board of Trustees. Each term shall begin on the first Monday in June and shall expire the following year. There shall be no limit to the number of terms a member may serve. Each Board, Commission or Committee shall first be constituted with appointees and shall then have input into the development and creation of its mission statement, functions and duties, and bylaws; and

 

WHEREAS, it is the intention of the President and Board of Trustees of the Village of Orland Park that each board, commission, and committee meet within the first month of its

constitution with an appropriate slate of members to submit recommendations regarding its operation; and

 

WHEREAS, the President and Board of Trustees of the Village of Orland Park intend also to undertake the review and revision of the duties, responsibilities, and membership of existing and unchanged committees, boards, and commissions, resulting in a wholly revitalized mechanism of community involvement in the government and affairs of the Village; and

 

WHEREAS, the President and the Board of Trustees of the Village of Orland Park find that it is in the best interest of the Village and its residents to amend the Village Code to revise the structure of its advisory boards, commissions, and committees.

 

NOW, THEREFORE, BE IT RESOLVED, by the Village President and Board of Trustees of the Village of Orland Park, Cook and Will Counties, Illinois, as follows:

 

SECTION 1

 

The above recitals are incorporated by reference into this Section 1 and made a part hereof as though fully set forth herein.

 

SECTION 2

 

Title 2, Chapter 5 (Recreation Advisory Board) of the Orland Park Village Code is hereby amended by deleting it in its entirety, and renaming Title 2, Chapter 5 “SENIOR CITIZEN ADVISORY BOARD”.

 

SECTION 3

 

Title 2, Chapter 6 (Housing Advisory Committee) of the Orland Park Village Code is hereby amended by deleting it in its entirety and renaming Title 2, Chapter 6 “YOUNG FAMILIES ADVISORY BOARD”.

 

SECTION 4

 

Title 2, Chapter 8 (Veterans Commission) of the Orland Park Village Code is hereby amended by deleting it in its entirety and renaming Title 2, Chapter 8 “VETERANS ADVISORY BOARD”.

 

SECTION 5

 

Title 2, Chapter 11 (Open Lands Fund Commission) of the Orland Park Village Code is hereby amended by renaming Title 2, Chapter 11 “GROUNDS AND RECREATION FACILITIES ADVISORY BOARD”.

 

SECTION 6

 

Title 2, Chapter 12 (Museum Development and Advisory Board) of the Orland Park Village Code is hereby amended by renaming Title 2, Chapter 12 “RECREATION PROGRAMMING ADVISORY BOARD”.

 

SECTION 7

 

Title 2, Chapter 13 (Technology Commission) of the Orland Park Village Code is hereby amended by deleting it in its entirety and renaming Title 2, Chapter 13 “AI AND INFORMATION TECHNOLOGY ADVISORY BOARD.”

 

SECTION 8

 

Title 2, Chapter 14 (Electrical Commission) of the Orland Park Village Code is hereby amended by deleting it in its entirety and renaming Title 2, Chapter 14 “SPORTS ADVISORY BOARD”.

 

SECTION 9

 

Title 2, Chapter 15 (Civic Center Advisory Committee) of the Orland Park Village Code is hereby amended by deleting it in its entirety and renaming Title 2, Chapter 15 “CULTURAL ARTS ADVISORY BOARD”.

 

SECTION 10

 

Title 2, Chapter 17 of the Orland Park Village Code is hereby created and named “CONSERVATION AND SUSTAINABILITY ADVISORY BOARD.”

 

SECTION 11

 

Title 1, Chapter 13 of the Orland Park Village Code is hereby amended by deleting its contents in its entirety.

 

SECTION 12

 

Title 2, Chapter 18 of the Orland Park Village Code is hereby created and named “HERITAGE SITES ADVISORY BOARD”.

 

SECTION 13

 

Title 2, Chapter 19 of the Orland Park Village Code is hereby created and named “SISTER CITIES COMMITTEE”.

 

SECTION 14

 

 

The President and Board of Trustees of the Village of Orland Park hereby creates the “America 250 Committee”

 

 

SECTION 15

 

Within 60 days of the appointment of a full complement of members of each individual board, committee or commission established herein, that board, committee or commission shall meet and make a preliminary recommendation to the Village President and Board of Trustees with regards to their suggested mission statement, powers and duties, and bylaws, in order to collaborate with regards to an efficient conduct of the business of each board, commission, or committee. The Village President and Board of Trustees shall take each board, committee or commission’s input into account when considering further Code Amendments setting forth the mission, powers, and duties of each board, commission or committee.

 

 

SECTION 16

 

 

All current members of boards or commissions dissolved by this Ordinance shall cease to hold office upon the effective date hereof. Nothing herein shall preclude their reappointment to newly created boards or commissions.

 

 

SECTION 17

 

All Ordinances or parts of ordinances in conflict herewith are, to the extent of such conflict, hereby repealed.

 

SECTION 18

 

If any section, subsection, sentence, clause or phrase of this Ordinance is for any reason held to be invalid, such decision or decisions shall not affect the validity of the remaining portions of this Ordinance.

 

SECTION 19

 

This Ordinance shall be in full force and effect from and after its adoption and publication as provided by law.
