BACKGROUND
The Public Works department submitted an Appearance Review application for Eagle Ridge III Park identifying the property type as residential and the proposed work as sidewalks and accessory structures. The application materials include the project scope, aerial location exhibits, and manufacturer/engineering drawings for the replacement pavilion.
The submitted scope of work states that the project consists of removing an existing pavilion and installing a new pavilion at Eagle Ridge III Park, together with a new concrete pad and two picnic tables. An aerial exhibit titled “Pavilion Locations - Eagle Ridge III Park” shows the pavilion location within the park near the internal path and playground area.
DETAILED PLANNING DISCUSSION
Per Section 5-106 of the Land Development Code, the Appearance Review process is intended to maintain and enhance the appearance of existing development through administrative review of minor site and exterior improvements, while confirming compliance with applicable Code requirements and maintaining harmony with surrounding community character. The proposed work qualifies for Appearance Review because it involves installation of a new accessory structure and related site improvements within an existing park.
According to the submitted project scope, the work includes removal of an existing pavilion and installation of a new 20' x 20' pavilion, along with a new concrete pad and two picnic tables. The work is to be completed by Village Public Works staff.
The submitted manufacturer drawings show a square, open-sided pavilion with a 20-foot by 20-foot footprint and a pitched hip roof. The elevation sheet indicates an overall height of approximately 13'-3 1/8" and an eave height of approximately 7'-11 3/8". The pavilion is designed with a 6:12 roof slope.
The structural cover sheet and material notes indicate the pavilion is a steel-framed shelter with steel roof panels, structural steel plate, tube steel members, and bolted connections. In staff’s opinion, the proposed pavilion design is appropriate for a municipal park setting because it is durable and consistent with the character of a neighborhood park amenity.
The submitted aerial exhibits show the pavilion located within Eagle Ridge III Park, with the highlighted installation area situated near the playground and along existing internal walking paths. The overall park parcel is shown as approximately 3.66 acres. Staff finds the location appropriate, as the pavilion will serve as an accessory amenity within an established public park.
The submitted structural drawings include anchor bolt and footing details for the pavilion columns. The drawings show concrete footings, anchor rods, associated structural framing details, and reference design criteria based on the 2018 International Building Code, including 110 mph wind speed and Exposure C. The submittal also includes structural calculations prepared for the pavilion system.
Because the project is limited to replacement of an existing pavilion with a similarly scaled park shelter and associated picnic amenities, staff finds that the proposed improvement will maintain and enhance the appearance and usability of the park without adversely affecting the surrounding area. The use of a permanent pavilion structure and concrete pad also represents a durable long-term improvement to the site.
