Leadership Development Program

History

A lot of progress has been made over the past few years related to strategic direction for the community and organization. This includes the approval of the Capital Improvement Plan and Five-Year Financial Plan, Utility Rate Study, as well as adopting a Mission Statement, Vision Statement, and Core Values. Additionally, the Village Board met with department directors to develop a S.W.O.T Analysis for their respective departments and reviewed strategic alternatives in order to draft a Strategic Plan.

In addition, the Village has significantly increased professional development efforts to not only help staff obtain the skillsets and the tools necessary to do their work, but to also make Orland Park a learning organization. The following strategic initiatives are action-oriented goals to achieve the Village’s strategic objectives and a long-term vision for organizational improvement.

Positive Impact Workout based on GE Workout Philosophy

The attached proposal is provided to introduce IMPACT into the organization as a way of prioritizing and executing goals selected by the Board from the Strategic Plan.

IMPACT is a cloud-based platform that offers a one-stop solution for simultaneously training and guiding leaders through a proven model for leading small teams in real-time. It is scalable and easy to deploy. Along with a built-in method for measuring results, IMPACT is an attractive option for the Village to harness the power of teams.

The Village Board, Village Manager and Directors will use Orland Park’s Strategic Plan to create six IMPACT team projects in the following departments:

Development Services

Finance

General (VMO, EPS, IT, HR, COMS)

Police Department

Public Works

Recreation & Parks

IMPACT projects will serve as the foundation for the organizations strategic priorities and play a crucial role in their success. Each of the strategic projects will provide a path to implement the strategic plan, measure progress, and adapt to changing circumstances. By tracking the success of individual projects and initiatives, the organization will assess whether progress is being made toward the strategic priorities.

The project teams will by coached by Bill Durkin of One Positive Place. Teams will complete their 60-day projects and share results, transitions plans and lessons learned to the Village Board, Village Manager and Directors in the monthly report.

Center for Creative Leadership - 360 Leadership Assessment

Attached are proposals from the Center for Creative Leadership (CCL) to introduce 360 Leadership Assessments within the organization and One Positive Place to provide 360 Coaching.

360 Assessments with the Center for Creative Leadership (CCL) provide the convenience of on-demand answers to the organization’s leadership development questions, provides clarity of streamlined goal-planning with precision and simplicity, improved effectiveness, motivation, and better outcomes for leaders and executive coaches, and plan visibility and progress-tracking to share with coaches and others.

CCL assessments reveal complex leadership issues, personal strengths and development opportunities that are easy to miss or misunderstand. They help transform personal results into actionable plans easily and without delay.

Bill Durkin of One Positive Place and the Village Manager will receive the 360° Assessment Certification Course in order to prepare on how to interpret assessment reports, facilitate feedback, and implement a 360° feedback process using the CCL assessment. The Village Manager will be the first to undergo the 360 Assessment. Subsequently, Department Directors and higher-level supervisors will also undergo the 360 assessments, attached are the positions that are anticipated to take advantage of the 360 assessment. In addition to immediate subordinates, applicable peers will also be invited. Following the assessments, Bill Durkin will conduct two one-on-one sessions with each participant.
