OVERVIEW AND BACKGROUND

This historic structure is considered a contributing-structure and a historical landmark within the Old Orland Historic District. Referred to as the Commercial Emporium in the Village Code, this structure was built approximately in 1885 and uniquely combines the Commercial, Italianate and National building styles. The structure hosts commercial retail on the ground floor while supporting multi-family housing on the second floor. The structure’s location contributes to one of the historic commercial corridors within the district which is restricted to small retail businesses, offices and residential dwellings.

Previous work on the structure includes replacement of the runners, treads and floor-boards on the second set of stairs at the front (2019-0623).

PROJECT DESCRIPTION

The Petitioner proposes to tear-off and re-roof the structure with IKO Cambridge shingles in Emerald Green color. Gutters, fascia and downspouts are not a part of this project. The proposed changes would maintain the existing color of the roof to preserve the historic appearance of the structure.

Recommended Action/Motion

The Certificate of Appropriateness for tear-off and re-roofing of the mixed-use structure located at 14320 Beacon Avenue has been administratively approved on August 14th, 2025, subject to the following conditions:

1.                     Meet all Building and Land Development Code requirements; and

2.                     Obtain the necessary permits from the Village’s Building Division prior to initiating work.
