BACKGROUND

The Orland Park Public Library is located at the southeast corner of Ravinia Avenue and 149th Street. The 95,675 square foot building was approved by the Village Board in 2002 with variances to increase the maximum front setback from 30’ to 78’, increase the maximum building height from 35’ to 52’, and decrease the minimum parking requirement from 1 parking space per 200 square feet to 0.42 parking space per 200 square feet (2002-0464).

The Library complex includes the main building, parking lot, and covered pavilion drop off area with a plaza/sitting area to the west of the main building entrance. There is also a Children’s Reading Garden outside the northwest corner of the building, approved via Appearance Review in 2020 (2020-0186).

DETAILED PLANNING DISCUSSION

The petitioner is proposing to replace 32 existing bollards and install 21 new bollards underneath the covered pavilion drop off area outside of the main entrance to the library. The bollards will measure at 3’ tall and are proposed to be covered with lime green sleeves to match the Orland Park Public Library’s branding and signage. The lime green sleeves will also allow for the most visibility, as the existing bollards are a tan color that blend in with the pavement.

Section 6-308 of the Land Development Code (LDC) states that while it is recognized that color is a very subjective matter and that creativity should not be stifled, colors should nonetheless be used harmoniously and with some restraint. Color schemes should consider and respect the character and quality of structures in the area. Excessively bright or brilliant colors should be used only for accent. Materials and colors should withstand the weather well over a twenty-five (25) year period. While the proposed lime green sleeves are vibrant, the bollards should be noticeable for safety purposes.

Overall, the project conforms to the Village’s Comprehensive Plan, Land Development Codes, and policies for this area.
