OVERVIEW AND BACKGROUND

According to the 2008 Residential Area Intensive Survey (RAI), the building at 9925 W. 143rd Street is a two-story Italianate structure in good condition with medium integrity. It was constructed circa 1885. The RAI lists this building as a contributing structure to the Old Orland Historic District. The structure is also listed as an Orland Park Landmark on the Local Register of Significant Places in Section 5-110 Landmarks of the Land Development Code. The building was originally constructed as a residence but has been used for commercial retail. The RAI indicates minor alterations have taken place, including the installment of composition siding and non-original shutters.

In 2012, a 450 square foot deck expansion to the existing rear deck and a new picket fence in the side yard area was approved (2012-0133).

In 2015, a roof replacement on the front porch and a partial re-painting of the building was performed without obtaining a prior building permit or Certificate of Appropriateness. Exterior alterations are considered a minor change on a contributing structure, which are subject to an administrative review. The minor changes were reviewed in a Certificate of Appropriateness approved September 17, 2015 (2015-0578).

In 2016, a repainting of the entire façade, minor repairs to the building’s siding and refacing of the existing freestanding sign in the front of the building was approved (2016-0657). AIG funding was applied for and approved by the Board of Trustees for the painting, siding and trim work and for the signage work in the amount of $3,987.50 on October 3, 2016 (2016-0658).

In 2019, the property came under new ownership. Improvements including the replacement of an original double-hung window on the first story were approved on June 29, 2020 (2020-0443).

In 2023, the current property owner proposed to replace the garage door, repair the fascia on the barrage, jack up the porch, re-stain and seal the deck, re-locate the outhouse, remove the white picket fence, and remove a dead tree. The proposed work was administratively approved on July 28, 2023 (2023-0511).

PROJECT DESCRIPTION & CONTEXT

The petitioner proposes to replace 15 windows- all not on the primary façade on the structure with white-colored double-hung vinyl windows in a like-for-like replacement.

The petitioner also proposes to re-paint the structure. The siding would be re-painted Balboa Mist (a shade of pale gray with a slightly warm cast) by Benjamin Moore, and all trim would be re-painted Urbane Bronze (a brownish gray) by Sherman Williams. This returns the structure to a design reminiscent of the structure prior to the 2016 re-painting with a lighter color for the siding accented by a darker color.

The petitioner initially proposed to re-pave the parking lot but has removed it from the current project scope and intends to perform this at a later date.

Finally, the petitioner proposes to re-build the front porch in a like-for-like replacement. The Petitioner states that the current porch is rotted in several areas. The Porch will retain its current size of 16 feet by 6 feet. The petitioner originally applied to affix a faux stone façade onto the primary façade behind the porch but has agreed to remove this from the project scope as it is not code compliant.

Section 6-209.F.3.e.1 states “New or replacement roofs of wood or asphalt shingles are appropriate...Asphalt shingles should be simple, flat and smooth, and in an appropriate color.” The proposed replacement roof material is appropriate and is similar in appearance to the existing shingles.

Per Section 6-209.G., changes to roofs are considered a minor change, which requires an administrative Certificate of Appropriateness review for Non-Contributing Structures in the OOH District.

Per Section 6-209.F.3.f.,”For replacements or additions, materials for siding, brick, and trim should match and be compatible in character, color and texture with the original.”

Overall, the project conforms to the Village’s Comprehensive Plan, Land Development Codes and policies for this area.

Recommended Action/Motion

The Certificate of Appropriateness to replace the existing roof at 9979 143rd Place, as

depicted on the scope of work and specification sheets submitted by the petitioner as of May 1, 2025, was administratively approved on May 1, 2025, subject to the following conditions:

1)                     Meet all Building and Land Development Code requirements.

2)                     Obtain a building permit prior to construction.
