Demolition of 15151 Harlem Avenue Properties - ITB #26-074
History
15151 Harlem Avenue is a 4.42-acre property formerly home to the Prairie House Garden Center. There are two (2) main structures on the property, the former garden center building and a single-family home, both of which have fallen into disrepair. There are also several smaller accessory structures (i.e. sheds) located on the property. As of September 14, 2026, the Village holds title to the parcel, which came by judicial deed under the abandoned-property provisions of the Illinois Municipal Code rather than by purchase. To eliminate any potential safety hazards on site, all existing structures on this property have been scheduled for demolition.
On September 16, 2026, the Village issued Invitation to Bid (ITB) #26-074 “Demolition of 15151 Harlem Avenue Properties”, requesting bids for the complete demolition and removal of the existing buildings including basements and foundations, site items, concrete pads and stoops, brush and small tree removal, and site restoration to seeded grass and turf. An alternate price was requested for the demolition of structures (i.e. buildings, sheds and signs) only. Demolition work is anticipated to be completed this Fall or Winter.
During the three (3) weeks that the solicitation was open for review, thirty-four (34) firms downloaded either partial or complete bid packages. ITB #26-074 was opened on October 7, 2026, at which point four (4) vendors submitted bids. All qualifying bid packages and an audit of the bid submittals are attached for reference. As the removal of site items and brush / small trees were ultimately deemed cost prohibitive, and could be removed by Public Works after demolition was completed if needed, the Public Works Department is requesting approval of the bid for Alternate #1 - Demolition of Structure Only from KLF Enterprises, Inc. for ITB #26-074 “Demolition of 15151 Harlem Avenue Properties” for $59,400.00. A contingency of $5,000.00 is requested to address change orders made necessary by circumstances not reasonably foreseeable at the time the proposals are signed, for a total contract price not to exceed $64,400.00.
Financial Impact
Funds in the amount of $75,000.00 are available in FY2026 capital account 1008010-570700 for this project.
Recommended Action/Motion
I move to approve the contract with KLF Enterprises, Inc.in the amount of $59,400.00, plus a contingency of $5,000.00 for a total not-to-exceed amount of $64,400.00; and as fully presented.

I move to approve and authorize the execution of a Contractor Agreement between the Village of Orland Park and KLF Enterprises, Inc. of Markham, IL as the lowest qualified bid for ITB #26-074 “Demolition of 15151 Harlem Avenue Properties” for an amount of $59,400.00 plus a $5,000.00 contingency for a total not-to-exceed contract price of $64,400.00;
AND
Authorize the Village Manager to execute all related contracts subject to Village Attorney review;
AND
Authorize the Village Manager to approve change orders related to this contract within the authorized amount.
