Title/Name/Summary

Survey Benchmark Monumentation and Documentation, Gewalt and Hamilton Associates Contract Amendment

History

Survey Benchmarks (BM) are a critical element for all land surveys. BM is a post, metal marker or other permanent mark established at a known elevation that is used as the basis for measuring the elevation of other topographical points.

Villages like Orland Park should have approximately 30 BMs to support land surveys completed by the Village, other government agencies, private developers, contractors, and utility companies. At present, the Village of Orland Park has only one (1) BM within the Village limits. Therefore, it is necessary that additional BMs are established, properly documented, locations be published, and maintained. The benefits of establishing BMs include:

-                     Improved Accuracy: A survey benchmark system can greatly improve the accuracy and consistency of elevation measurements. This is because the system provides fixed reference points that can be used to calibrate elevation measurements.

-                     Time Saving: Village Engineering, PW, Parks and other departments can simply direct users to the Village website opposed to the inefficient task of researching and providing the information to the user.

-                     Cost-Effective: A survey benchmark system is an investment that can provide long-term benefits. By improving consistency and accuracy of elevation measurements, the system can help avoid costly mistakes in infrastructure design, layout, construction and maintenance.

-                     Efficient Asset Management: With a survey benchmark system in place, the Village of Orland Park can more effectively manage its assets. Accurate elevation measurements can help identify areas that may be prone to flooding or other hazards allowing the Village to take proactive measures to protect its infrastructure.

Gewalt Hamilton Associates, Inc. (GHA) of Vernon Hills, Illinois, a surveying and engineering consultant, is currently retained and under contract by the Village to provide and maintain the Village’s Global Information System (GIS) which include land survey data. They have the knowledge and understanding of the Village’s current surveying information, its strengths and weaknesses. Therefore, the Village requested GHA to provide a proposal for BM Monumentation and Documentation Services. GHA’s proposal is attached. Their services include establishing 30 BMs at an approximately one-mile grid within the Village limits. These monuments would be a 2-inch bronze survey markers permanently glued into existing at-grade concrete structures such as monument sign bases, light pole bases, headwalls, and other similar permanent structures. Monuments would be identified, documented and published as Village of Orland Park Benchmark on Village’s GIS system which will be publicly available.

Staff recommends accepting GHA’s proposal for providing professional services for the Survey Benchmark Monumentation and Documentation services.

Financial Impact

Funding for this professional service is included in the Engineering Department’s professional services budget.
