Title

 

AN ORDINANCE AMENDING TITLE 3 (PUBLIC WAYS AND PROPERTIES), CHAPTER 2 (STREETS AND PUBLIC WAYS) OF THE ORLAND PARK VILLAGE CODE 

 

Body

 

WHEREAS, the Village President and Board of Trustees of the Village of Orland Park (the “Village”) have the authority to adopt ordinances and to promulgate rules and regulations that pertain to its government and affairs and protect the public health, safety, and welfare of its citizens; and

 

WHEREAS, the President and Board of Trustees of the Village desire to amend Chapter 2, Streets and Public Ways, of Title 3, Public Ways and Properties, of the Village Code of Orland Park in order to add an appropriate definition and scope and to update the standards for address assignments; and

 

WHEREAS, the Village deems it to be in the best interest of the public to amend Chapter 2, Streets and Public Ways, of Title 3, Public Ways and Properties, of the Village Code of Orland Park.

 

NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the Village of Orland Park, Cook and Will Counties, Illinois, and pursuant to its home rule powers, as follows:

 

SECTION 1

 

The above recitals are incorporated herein by reference as though fully set forth herein.

 

SECTION 2

 

Title 3, Chapter 2, Section 3-2-2- of the Village of Orland Park Village Code is hereby deleted in its entirety and replaced with the following:

 

“3-2-2:  ADDRESS NUMBERING SYSTEM:

 

The primary purpose of establishing the address numbering standards provided for in this chapter is to promote the public health, safety, and welfare of the community by establishing a consistent and clear manner to locate properties and to ensure the efficient delivery of mail, packages, goods, and services to properties located within the Village of Orland Park ("the Village").”

 

SECTION 3

 

Title 3, Chapter 2, Section 3-2-2-1 is hereby deleted in its entirety and replaced with the following:


“3-2-2-1:  SCOPE:

 

This chapter shall be applicable to the assignment of all new addresses and/or unit numbers or modifications to existing addresses and/or unit numbers of properties located within the Village, and it shall also be applicable to all existing properties within the Village.”

 

SECTION 4

 

Title 3, Chapter 2, Section 3-2-2-2 is hereby deleted in its entirety and replaced with the following:

 

“3-2-2-2:  RESPONSIBILITY:

 

The Development Services Department is responsible for the assignment of addresses for all structures and properties in the Village and for the enforcement of this chapter.  Addresses shall be assigned by the Director of Development Services, or the Director’s designee.”

 

SECTION 5

 

Title 3, Chapter 2, Section 3-2-2-3 is hereby added as follows:

 

“3-2-2-3:  ADDRESS NUMBERING STANDARDS:

 

A.                     Base Lines: All lots or houses located on the north and south streets or on streets running in a northerly and southerly direction shall be numbered from Madison Street (City of                      Chicago) as a base line, beginning with number "1" at the south line of said Madison Street and increasing toward the south.  All lots or houses located on the east and west streets or on streets running in an easterly and westerly direction shall be numbered from State Street (City of Chicago) as a base line, beginning with number "1" at the west line of said State Street and increasing toward the west.

B.                     Address Blocks: There shall be assigned to each mile eight hundred (800) numbers, or                      one hundred (100) numbers to each one-eighth (1/8) mile on all streets. Such numbers                      shall be changed from any one hundred (100) to the succeeding one hundred (100) at the intersecting street nearest the said one-eighth (1/8) mile line.

C.                     Even and Odd Numbers: The even numbers on north and south streets, or on streets running in a northerly and southerly direction, shall be on the west side of said streets.  The even numbers on east and west streets, or on streets running in an easterly and westerly direction, shall be on the north side of said streets.

D.                     Determined By Front Facade: Addresses shall be assigned based on the orientation of the front façade and front door of a building. For vacant lots with multiple street frontages, a temporary address shall be assigned pending the issuance of a building permit. At such time that a building permit is issued for a principal building, the temporary address shall                      be confirmed or changed to match the orientation of the front façade and door.

E.                     Successive Numbers: Addresses shall be assigned in only whole, successive numbers, and no particular address numbers or combination of numbers shall be avoided for any reason.

F.                     New Subdivisions: Lots located within a newly approved subdivision shall be assigned an address by the Director of Development Services, or the Director’s designee, at the time the final plat of subdivision is approved.

G.                     Cul-De-Sacs: For properties located on a cul-de-sac, addresses shall be assigned with                      even numbers on the north or west and odd numbers on the south or east beginning at the intersection. The midpoint of the bulb shall be used to define the split between odd and even numbers.

H.                     Single-Family Dwellings: One address shall be assigned to each single-family dwelling unit in accordance with the street address numbering standards established in this chapter.

I.                     Two-Family Dwellings: One address shall be assigned to each of the two (2) dwelling units in accordance with the street address numbering standards established in this chapter.

J.                     Townhomes/Row Homes: One address shall be assigned to each townhome or row home dwelling, in accordance with the village's street address numbering standards as herein established. If a sufficient number of addresses is not available to accommodate                      individual addressing of townhomes and/or row homes, without requiring changes in the                      address(es) of adjacent property(ies), then, in such event, one address shall be assigned to the townhome and/or row home building and each townhome and/or row home dwelling unit shall be assigned a separate unit number, letter, or a combination thereof.

K.                     Multiple-Family Dwellings: Apartment buildings or condominium buildings with a common building entrance shall be assigned one common address number at the building entrance, and the individual units within such multiple-family dwelling shall be assigned                      unit numbers and/or letters, or a combination thereof.  Individual unit numbers shall be assigned to indicate the level or story upon which each such unit is located within the building and a unit number, letter, or a combination thereof.

L.                     Commercial, Industrial, and Office Buildings:

                     1.                      Commercial, industrial, and office buildings with a common building entrance shall be assigned one address number for the building entrance, and the individual units located therein shall be assigned a separate unit number, letter, or a combination thereof. Individual unit numbers shall be assigned to indicate the level or story upon which each such unit is located within the building and a unit                      number, letter, or a combination thereof.

                     2.                      Commercial, industrial, and/or office buildings with individual exterior entrances                      for each unit shall be assigned one address number per exterior building entrance.

M.                     Parks and Open Spaces: Park properties, designated open spaces and their related structures, facilities, and features shall be assigned an address based upon the location, street access, or parking areas, for reference and locational purposes.

N.                     Utilities and Stormwater Detention Facilities: An address shall be assigned to properties dedicated for utility facilities, including but not limited to stormwater detention outlots, for reference and locational purposes.”

 

SECTION 6                     

 

Title 3, Chapter 2, Section 3-2-2-4 is hereby added as follows:

“3-2-2-4:  POSTING OF ADDRESS:

 

Each of the figures of every such address on any residence or apartment building shall not be less than three inches (3") in length, and on any store or place of business not less than six inches (6") in length.

 

All numbers shall be placed in a conspicuous place on or near the entrance or entrances to the building to which they are to be attached.  On all places of business where awnings are used on the street level story of the building, such numbers shall also be displayed in a conspicuous place on said awnings.

 

It is hereby made the duty of the owner, agent or person in possession of any building in the Village to number it in the manner herein provided.”

 

 

SECTION 7

 

This Ordinance shall be in full force and effect from and after its adoption and publication in pamphlet form as provided by law.
