BACKGROUND
Doogan Park is one of the Village’s 8 community parks. The park currently has a baseball field, basketball court, bean bag toss, a bike path, disc golf, playground pavilion, pickleball court, tennis court, and a picnic area. The 17-acre site previously housed the Robert Davidson Center, which was demolished in 2019, and the Village’s Cultural Center, which was demolished in January 2024 as part of a redevelopment plan for the park. The Doogan Park Redevelopment Project (2025-0011 & 2025-0337) was approved in April 2025, which included the construction of a restroom shelter, a pavilion, 10 new pickleball courts, a half basketball court, a playground, and baseball and soccer fields. An Appearance Review for the pavilion located adjacent to the new playground and half basketball court was also approved in 2025 (2025-0350). Since April of 2025, the scope of the redevelopment project has changed substantially to reduce the number of pickleball courts from 10 to 2, remove the restroom shelter, and reduce the size of the parking lot among other changes. Since the Board of Trustees has already approved the Site and Landscape Plans for the original scope of work, this Appearance Review is to address the minor deviations to the approved plans.

DETAILED PLANNING DISCUSSION
The Doogan Park Redevelopment Project is a complete renovation of the site, with the relocation, replacement, and installation of numerous recreational amenities. The proposed demolition and removal plan involves the removal of the existing asphalt parking lots, playground, walkways, a portion of the bike path along the north and west property line, and baseball field.
The revised proposed scope of work for the northern portion of the site includes the installation of a parking lot with 59 parking spaces (including 4 accessible spaces), 8 bicycle racks, and the relocation of 2 bocce ball courts. They also propose resurfacing the existing pathway surrounding the tennis, pickleball, and half basketball courts. Lighting was previously proposed for the courts, and a special use permit was granted for such lighting via Ordinance 6003 (2025-0011). However, lighting is no longer proposed. The special use permit will not be repealed at this time, as a variance was also granted with this ordinance that eliminated the requirement to install the rest of the public sidewalk along Park Lane.
The southern portion of the site includes the installation of a parking lot with 42 parking spaces (including 2 accessible spaces), 8 bicycle racks, a playground, a pavilion, a half basketball court, and a baseball field. A split rail fence is proposed around the new playground. The western portion of the site includes a full soccer field and a new stormwater detention basin and volume control facility.
SITE PLAN
Lot Coverage
Required: There is no requirement for the Open Space District
Existing: ~11.5% (~85,000sf)
Proposed: ~16% (~120,000sf)
Pedestrian and Bicycle Mobility
Doogan Park is part of the Village’s bikeway system, as a bike path runs through the west and south areas of the site with an underpass underneath the railroad. Bicycle racks will be installed as part of this project, adjacent to the north and south parking lots.
Bicycle Parking
Required: 10% of vehicle parking - 11 bicycle spaces
Proposed: 32 bicycle spaces (16 racks, 2 bikes per rack)
Pedestrians will have access from the sidewalk along Park Lane and throughout the park. Section 6-406.A.2.d of the Land Development Code (LDC) states that sidewalks or multi-use paths are required on both sides of any roadway within a quarter-mile radius of a school, park, or public building. A variance was granted via Ordinance 6003 (2025-0011) to eliminate the requirement to install a public sidewalk along the entire western portion of Park Lane. The public sidewalk currently does not extend beyond the north parking lot. There are sidewalks on the southern portion of the site and the east side of Park Lane that currently serve the park.
Vehicle Parking and Mobility
Section 6-306 of the LDC, Off-Street Parking and Loading, states that parking requirements are contingent upon the intended purpose of each use. The parking requirement for ballfields/picnic areas is 10 spaces per acre. With approximately 9.5 acres of ballfield/picnic area, 95 spaces are required for this use. Additionally, 3 spaces are required for every tennis/racquet court in the park. There are 4 courts, which require 12 parking spaces. In total, Doogan Park is required to provide 107 parking spaces. The proposed north parking lot has 59 parking spaces, and the proposed south parking lot has 42 parking spaces. Therefore, there are a total of 101 parking spaces proposed. The Development Services Department is authorized to reduce the minimum parking requirement by up to 20% under Section 6-306.B.2 of the LDC. This proposal is a 6% reduction in the required parking. Since this is a public park located within walking distance of many residential areas and there are also numerous bicycle racks being installed with this project, the Development Services staff is comfortable with authorizing the 6% reduction in the required parking.
Off-Street Parking Count
Total Spaces Required: 107
Spaces Provided:
North Lot: 59
South Lot: 42
Total: 101 (6% reduction)
Vehicle Stall Size
Required: 9’ in width, 18’ in length (<16’ if a curb prevents a vehicle from driving onto the strip or hitting any fence or wall along the edge of the parking area)
Proposed: 9’ in width, 18’ in length
Drive Aisle Width
Required: 20’ for a single row drive aisle, 24’ for a double row drive aisle
Proposed: min. 24’
Parking Lot Landscape Islands
Parking lot landscape islands are required at a ratio of 1 island for every 10 parking spaces. As 101 spaces are being provided, 10 islands are required. The preliminary plans indicate that 4 islands are to be installed, 3 of which are oversized to count as multiple islands each for a total of 10 islands proposed. Therefore, this requirement has been met.
Landscaping
The final landscaping plan will need to address all outstanding comments from the preliminary landscaping plan prior to approval. The petitioner will need to revise the plans to address review comments provided by the Village’s landscape architecture consultant, Hey and Associates.
DETAILED ENGINEERING DISCUSSION
The final engineering plans have been recommended for approval. The petitioner will need to obtain a permit from the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC, or MWRD for short) before work can begin on the site.
