PROJECT DESCRIPTION & CONTEXT
Overall, the Petitioner is proposing to re-purpose the area previously used for a drive-through and bypass lane into a loading zone with a bypass lane and clarify traffic circulation on site.
West
The Petitioner proposes to stripe a loading zone within the existing paved area immediately to the west of the principal building. The striping will be a common hatched pattern and feature 2 stenciled ‘Loading Zone’ labels. The loading zone will run the entire length of the west façade, measuring 10’ x 99’. 4 directional signs are also proposed. 2 ‘No Parking, Loading Zone’ signs will be mounted to the building’s west elevation, and 2 ‘Wrong Way’ signs will be mounted to the side of the support columns for the parking structure facing Jefferson Street. To the west of the loading zone, the existing exit lane, with its painted directional arrow, will remain as is.
Overall, the project conforms to the Village’s Comprehensive Plan, Land Development Codes and policies for this area.
DETAILED PLANNING DISCUSSION
The site is accessible from Jefferson Avenue by two drive aisles. The Petitioner is not proposing any changes to the existing parking lot. The previous drive-through striping would be inappropriate for the site moving forward as the drive-through service window has been removed as a part of CVS vacating the site and a primary care suite taking its place. The Petitioner has therefore proposed re-purposing the area as a loading zone. The installation of directional signage is expected to improve safety and traffic flow on the site as future development throughout the Downtown Orland Park Development invites greater visitation to the area
Development Services retains the authority to determine the appropriate quantity of directional signs per Land Development Code Section 6-307.H.4.d. In this case, the ‘Wrong Way’ signs would be affixed to the Village’s parking structure. Public Works was consulted about the sign’s installation and are supportive of their installation. Land Development Code Section 6-307.H.4.b. permits off-site directional signs for medical facilities within 1000’ of the facility, the proposal falls well within those stipulations Therefore, the Village will permit the signs to be installed as proposed.
