Tinley and Midlothian Creek Culvert Replacement - Bid Award and Proposal

History

In 2006, the Village Board approved Phase I work and Phase II and Phase III engineering for the four-phase Tinley Creek Rehabilitation Project. 

 

Phase I consisted of debris removal and tree trimming in the Creek from Laurel Drive in Fernway to 151st Street and was completed in 2007.

 

Phase II of the project consists of culvert replacement along the Creek at 86th Avenue, Laurel Drive, 163rd Street, 164th Street and Sherwood Drive along with the Robinhood Drive culvert crossing for Midlothian Creek.  All of the culverts are failing resulting in dangerous voids within the roadways.

 

Christopher B. Burke Engineering Ltd. (CBBEL) of Rosemont, Illinois, completed the engineering for Phase II of the project.  Legal notice ran in the Daily SouthtownStar Newspaper on Thursday, August 7, 2008.  Seven bids were received and the sealed bids were opened by the Clerk’s Office on Wednesday, August 27, 2008.

 

Bids submitted:

 

Airy’s, Inc. of Tinley Park, Illinois   -  $676,862.80

Austin Tyler Construction, LLC of Elwood, Illinois   -  $734,619.00

Bolder Contractors, Inc. of Deerfield, Illinois   -  $706,134.00

DiPaolo Construction Company of Calumet Park, Illinois   -  $599,918.00

Dominic Fiordirosa Construction Company of Elgin, Illinois   -  $769,066.00

J.S. Riemer, Inc. of Elgin, Illinois   -  $806,667.50

Steve Spiess Construction, Inc. of Frankfort, Illinois   -  $674,230.30

 

In addition, due to the complexity and nature of this work, a proposal was requested from Christopher B. Burke Engineering Ltd. (CBBEL) of Rosemont, Illinois (the design engineer for the project), to provide limited construction services for an amount totaling $34,230.

 

On September 8, 2008, this item was reviewed and approved by the Public Works and Engineering Committee and referred to the Board for approval.

 

INFORMATION PREVIOUSLY PROVIDED AS PART OF THE SEPTEMBER 8, 2008, PUBLIC WORKS AND ENGINEERING COMMITTEE PACKET.

 

Financial Impact

The Fiscal Year 2007/2008 Budget contains a Board approved Line Item (031-6007-433.70-50) to cover the cost of this project.

 

Recommended Action/Motion

I move to approve awarding the bid for the Tinley and Midlothian Creek Culvert Replacement to DiPaolo Construction Company of Calumet Park, Illinois, for an amount not to exceed $650,000 ($599,918 plus $50,082 contingency);

 

And

 

Approve accepting the proposal for limited construction services from Christopher B. Burke Engineering Ltd. (CBBEL) of Rosemont, Illinois, for an amount not to exceed $40,000 ($34,230 plus $5,770 contingency);

 

And

 

Approve authorizing the Village Manager to execute the contract/proposal.
