STAKEHOLDER INTERVIEWS  Village of Orland Park Comprehensive Plan Update 2009

History

Questionnaire

Name______________________________

The Village is in the process of updating the current (1997) Comprehensive Plan.   The Plan is intended to serve as a guiding document for planning decisions, village regulations, and public investment.  The purpose of the interview is to establish a dialogue between stakeholders and staff concerning the vision for Orland Park’s future.

VISION

1.                     What do you see as the Village’s:

a.                     Strengths:  If you wanted to convince a friend to move here or open a business here what would you say?  What are our best qualities?

b.                     Weaknesses:  What challenges must we overcome?

c.                     Opportunities:   What existing resources should we capitalize on?

d.                     Threats:  Identify threats to our community.

2.                     Identify places outside of Orland Park you have been and admired.

a.                     Why did these places impress you?  Include big ideas as well as details.

b.                     Places can be local or international

c.                     What ideas or items could be adapted to Orland Park?

3.                     How should Orland Park change in the next decade or two?  How should it remain the same?

4.                     Please share your top three improvement ideas for quality of life in Orland Park.

COMPREHENSIVE PLAN SECTIONS

Housing-

1.                     What types of housing would you like to see more or less of?

2.                     Orland Park is primarily single family housing. Should we allow accessory dwelling units such as granny flats or in law suites or over the garage apartments?

3.                     Should we allow more multi-family rental units?

4.                     What about temporary rental units such as Homewood Suites?

5.                      Should tear-downs be more regulated to fit in the neighborhood?

6.                     Orland Park doesn’t have as much available land for residential development as our neighbors. Would you support taller mixed use buildings near train stations and in pedestrian friendly areas in order to provide more housing? How tall? 5-8 stories? 10-15?

Open Space, Parks & Recreation -

1.                     What open spaces do you use-actively, passively, or for views?

2.                     What types of open spaces and recreational activities are missing that you want?

3.                     What is your favorite open space area in the Village and why?

4.                     What open/ recreational spaces have you seen in other places that you admired? Why?

5.                     What are your thoughts on maintaining public access to ponds and lakes in the Village?

6.                     What are your thoughts on a village goal of a park or greenway within walking distance of every home. (1/2 mile)

7.                     Would you be willing to pay an additional fee or taxes to acquire more open space?

Mobility & Transportation-

1.                     Do you feel that all age groups can safely and conveniently get around the Village?

2.                     Have you visited places where you felt the transportation system was exceptional?  Where and why.

3.                     Although still not funded, the widening of LaGrange Road has risen on a State priority list and may occur sooner than anticipated.  The widening of this road has been a focus of the recent LaGrange Road Transportation Plan.  Complete Streets is an increasingly recognized idea that advocates safe roadway access for all types of users including pedestrians, bicyclists, motorists and transit riders of all ages. Complete Streets typically include sidewalks, parkways, bike lanes (or wide paved shoulders), special bus lanes, comfortable and accessible transit stops, frequent crossing opportunities, median islands, accessible pedestrian signals, curb extensions, and more.  How do you see these ideas relating to Orland Park, on LaGrange Road as well as other Orland Park streets?

4.                     How important are:

a.                     Connections between commercial properties

b.                     Connections between residential neighborhoods.

5.                     There have been scenarios discussed for an additional north/south connector between I-80 and 83.  What do you think of these ideas:

a.                     The ED positioning analysis recommended that Orland Park work to ‘improve the connectivity to DuPage County and its concentrations of population and wealth, (which would) significantly improve the Southwest Triangle and Orland Park economies.  One idea includes a new I-80 interchange at Wolf Road and an extension of Wolf Road to 83.

b.                     Another option expands Bell Road into a larger north south connector.

6.                     Are you willing to pay more in taxes for transportation improvements?

Public Realm and Community Character-

1.                     What is a great street to walk down? (local or international)  Why?

2.                     What is a great public space or plaza to be in? (local or international)  Why?

3.                     What is your favorite gathering space in Orland Park?  Do we need more?

4.                     What is the identity or public image of Orland Park, both to residents and to outsiders?  Is change needed?

5.                     When new developments are proposed should the Village be more/less restrictive with new building architecture & site design?

Community Education & Culture-

1.                     What are your thoughts on existing offerings of cultural events?

2.                     Social opportunities?

Environment, Energy & Technology

1.                     What are your thoughts on energy efficiency and green technology, including the use of items such as solar panels, day lighting, wind turbines, green roofs, etc?

2.                     Should green technology be a priority on Village property and buildings, either through new construction or the retro-fitting of existing buildings?

Are there other general topics that should be addressed? What issues do you see as most relevant?  Please add any additional comments, questions or concerns.
