PROJECT DESCRIPTION & CONTEXT

The petitioner is proposing cosmetic changes to the pergola and outdoor dining patio at 39 Orland Square Drive. This follows extensive exterior renovations reviewed and approved in 2022, see case number 2022-0716.

The petitioner proposes to renovate the area directly under the existing covered pergola and install 2 new display fountains. The Petitioner will leave the remainder of the patio, fencing, and wood deck as is. The Petitioner will remove the existing booths attached to the principal building’s exterior, keep the existing bar and accompanying equipment as is, and keep the existing stone half wall which frames the south-eastern corner of the covered area. The Petitioner will install new porcelain tile directly under the existing pergola, replace the two existing decorative fireplaces, substitute a new water fountain into the existing circular planter, and install a third decorative fireplace.

Outdoor fireplaces may be permitted anywhere in outdoor seating areas as deemed appropriate by Village Staff. In the reviewed plans, 2 outdoor fireplaces are replacing existing ones just east of the pergola flanking the proposed water fountain. The fireplaces are square in design, will be gas powered and are freestanding structures. The third (3rd) decorative fireplace will be within the covered area, to the north of the bar and will serve as a barrier for the seating area defined by a 29 foot-6 inch banquette supplanting the removed booths.

The petitioner also seeks to install 2 sets of decorative partitions running North to South along the eastern edge of the covered seating area. The panels are to be affixed to the existing structural columns and have a bottom portion, an overhead portion and are open to the greater patio in-between. The southern cluster consists of 2 panels each measuring 9 feet-5 inches wide while the northern cluster consists of 3    panels measuring 9 feet-2 inches, 9 feet-1 inch, and 8 feet-7 inches wide going from south to north. The bottom and overhead portions of the southern cluster of panels are all 2 feet-6 inches tall. The overhead portions of the southern cluster of panels measure 5 feet-2 inches tall by 8 feet-6 inches wide. There is a plan for one additional overhead panel to be installed between the northern and southern clusters which measures 5 feet-2 inches tall by 8 feet-6 inches wide. All the overhead panels are to be mounted 8 feet-9 inches from grade.

The Petitioner will also install new overhead decorative panels along the southern and northern borders of the pergola. On the southern border, there are two overhead panels at different elevations. The taller panel measures 20 feet-1 inch wide by 2 feet-8 inches tall. The lower overhead panel is to measure 19 feet-2 inches wide by 2 feet-6 inches tall. The northern border’s overhead panel measures 7 feet-10 inches wide by 5 feet-4 inches tall. Below the overhead partitions for both the northern and southern borders would be open to the remainder of the patio. Finally, the Petitioner will install an additional water fountain in the uncovered southern portion of the patio. The fountains are identical in design.

As a part of the proposal, the Petitioner is also installing planting beds around 2 ground signs in accordance with the provisions set forth in the Land Development Code Section 6-305.D.1. This is an outstanding item from their previous Appearance Review (Case Number 2022-0716). The landscaping work is to be completed by June 1st, 2025.

Overall, the project conforms to the Village’s Comprehensive Plan, Land Development Codes and policies for this area.
