OVERVIEW AND BACKGROUND
A Certificate of Appropriateness (2017-0232) was administratively approved for this project on August 4, 2017. The Certificate of Appropriateness staff report and its exhibits are included with this report for further reference:
The building located at 14330 Beacon Avenue is a well preserved wood frame building that was likely constructed in the late 1880's or early 1890's. The wealth of Queen Anne decorations have survived since the house was built. This building is a landmark structure in accordance with Section 6-209 and 5-110 of the Land Development Code. The proposed work to be completed is classified routine maintenance and repairs as detailed in Section 6-209.G.7.
The Appearance Improvement Grant program was established to financially assist both commercial and landmark properties in the Village.
The petitioner is applying for an Appearance Improvement Grant in the sum of $13,285.05 to complete the improvements detailed in the Project Description Section below. This sum represents 50% of the project budget.
PROJECT DESCRIPTION & CONTEXT
The petitioner is proposing to make improvements to the exterior portion of the building located at 14330 Beacon Avenue.
The most significant change in appearance will occur at the rear of the building. The petitioner is proposing to replace the rear porch which is in failure due to poor footings and the decomposition of untreated lumber. The porch will be reconstructed to match the existing design with more durable materials. Additionally, the guardrail will feature spindles that match the spindles of the front porch area.
The petitioner is proposing to hand wash, scrape, prime, and paint all existing painted surfaces on the exterior of the building. Two colors of Benjamin Moore Mooreguard will be used on the majority of the structure with a third color being used as an accent color for the fish scale siding. All colors will match existing color conditions.
In addition to painting, the petitioner is also proposing minor maintenance repairs and improvements. The bay window projection of the south elevation of the building has suffered from significant water damage. Portions of wooden eave that have rotted will be replaced to match the existing design. An aluminum-zinc coated steel half round gutter will be used to replace the entire approximate 135.5 linear feet of existing gutters.
The petitioner has provided two (2) sets of two (2) bids for the proposed work. The first set is for the hand scrapping, cleaning, and painting of the building. The bids for the painting are from South Suburban Painting ($7,900) and Patrick’s Decorating, Inc. ($9,125). The second set of bids is for the installation of replacement gutter. The bids for the gutters are from M&M Construction ($1,493.86) and Classic Gutter Systems ($1,678.75). The only bid that was available for the rear porch construction was with M&M Construction ($17,176.23). Each bid is described below.
PAINTING
South Suburban Painting ($7,900)
South Suburban Painting is proposing to do the following:
- Scrape and sand all loose peeling paint
- Repair or replace missing or damaged siding
- Hand wash entire surface
- Caulk any areas where needed
- Prime all bare wood
- Paint all soffits, fascia’s, windows, siding, decks, railing, steps, posts, decorative wood, spindles, gutters, downspouts, front and back doors with two coats of Benjamin Moor Ultra Spec low sheen paint.
Patrick’s Decorating, Inc. ($9,125)
Patrick’s Decorating, Inc. is proposing to do the following:
- Scrape and sand all loose peeling paint
- Repair or replace missing or damaged siding
- Hand wash entire surface
- Caulk any areas where needed
- Prime all bare wood
- Stain all of the wood siding and shakes on the exterior of the building, the ceilings and deck boards on the front porch and the rear staircase with two coats of Benjamin Moore Arborcoat.
GUTTERS
M&M Construction ($1,493.86)
M&M Construction is proposing to do the following:
- Remove existing gutter system
- Replace existing gutter system with seven (7) inch half-round aluminum gutters
Classic Gutter Systems ($1,678.75)
Classic Gutter Systems is proposing to do the following:
- Remove existing gutter system
- Replace existing gutter system with corrugated half-round aluminum gutters
REAR PORCH
M&M Construction ($17,176.23)
M&M Construction is proposing to do the following:
- Restore footings of rear porch
- Replace existing rear stair system
Each of the above noted bids are attached for review.
Bid Selection
All bids describe work related to the exterior historical appearance of the building located at 14330 Beacon Avenue. Interior activities are not eligible for funding assistance through this grant program.
The Appearance Improvement Grant notes that the best or lowest bid is selected to fund the project. In this case, the combination of South Suburban Painting ($7,900) and the total M&M Construction ($18,670.09) bid represents the lowest.
Based on the lower bid costs and because this is the petitioner’s preferred selection, the South Suburban Painting ($7,900) and the combined M&M Construction ($18,670.09) bid is the selected bid for the building improvements. Ultimately, the proposed total cost of the project is $26,570.09. A 50% cost share on the project cost would be $13,285.05.
Bid Conclusion
The Appearance Improvement Grant funds projects over $1,000 to cover 50% of the work up to a maximum of $20,000. In this case, a 50% cost share of the $26,570.09 total project cost would be $13,285.05. The grant will provide $4,696.93 to the petitioner for the replacement of gutters, and the repainting of the building at 14330 Beacon Avenue. Additionally, minor maintenance work and repairs may be completed as necessary.

DEVELOPMENT SERVICES AND PLANNING COMMITTEE MOTION
On August 21, 2017, the Development Services and Planning Committee, by vote of 3-0, moved to recommend to the Village Board to approve the Appearance
Improvement Grant application for $13,285.05 from account 010-0000-484930 for 14330 Beacon Avenue, subject to the following conditions:
1) Meet all Building and Land Development Code requirements, and obtain the necessary permits from the Village’s Building Division prior to initiating work.
And
Moved 3-0 to recommend to the Village Board to approve the South Suburban Painting bid for $7,900 and the M&M Construction bid for $18,670.09, as the lowest bid for the replacement of gutters, and the repainting of the building at 14330 Beacon Avenue, with minor maintenance work and repairs to be completed as necessary.
This case is now before the Village Board for consideration.
Recommended Action/Motion
I move to recommend to the Village Board of Trustees to approve the Appearance Improvement Grant application for $13,285.05 to repair and repaint the exterior appearance of 14330 Beacon Avenue, as indicated in the fully referenced motion below.
