BACKGROUND
This site is a part of the Palos Community Hospital South Campus Planned Development that was approved via Ordinance 3143 in 1998 (1998-0354). The Planned Development was also granted a special use amendment for a redevelopment via Ordinance 5335 (2016-0092), to allow for a subdivision, a new medical office building at Palos Primary Care Center, and a temporary parking lot in the lot to the west of the health club and fitness center. The Orland Park Health & Fitness Center was originally developed as a Palos Community Health & Fitness Center before the Village acquired and begun operating it in 2016.
DETAILED PLANNING DISCUSSION
The petitioner proposes to replace the existing air handling units (AHUs) and variable air volume boxes (VAVs) with 5 new rooftop units (RTUs), 47 new VAVs, and upgrade the building automation system (BAS). The scope of work will also include duct work, gas piping, BAS connections, testing and balancing, and final commissioning.
Per Section Section 6-308.J.3 (Screening) of the Land Development Code (LDC), roof-mounted mechanical equipment shall be fully screened from view by parapet walls, the roof structure, architectural elements, or an alternative screening structure. The submitted plans include a line of sight report, which demonstrates that RTU 6, which is the unit closest to the public right-of-way, will not be visible from the public right-of-way. Therefore, the screening requirement is considered to be met by the roof structure itself.
Overall, the project conforms to the Village’s comprehensive Plan, Land Development Codes and policies for this area.
