Landscape Architecture Services, Contract Award
History
Request for Proposals (RFP #26-047), Landscape Architecture Services was issued on July 9, 2026, to solicit proposals from qualified consulting firms to provide landscape and wetland reviews and inspections.
The selected consultant is required to have an understanding of the Village Land Development Code, especially Section 6-305 for Landscape and Tree Preservation and MWRD's Watershed Management Ordinance (WMO). The consultant will provide plan reviews, landscape code reviews, and wetland reviews for proposed developments or for other projects as requested by the Village. The consultant will be responsible for inspecting wetlands and landscaping for projects and providing Village staff with recommendations for acceptance or further action to be completed by the petitioner. The consultant will also perform annual landscape and WMO inspections of landscaping, detention basins, and stormwater best management practices (BMPs) as required by MWRD post-construction. In addition, the consultant will be expected to provide concept planning services, attend coordination meetings with Village staff, and provide input on applicable Village Land Development Code modifications. Landscape architectural services will be provided to the Village on an as-needed basis. A wetland specialist is required to be retained by the Village to maintain authorized municipality status with MWRD.
The Village's contract with its current landscape architecture and wetland consultant, Hey and Associates, Inc., is set to expire at the end of 2026. Hey and Associates was recommended by Village staff and approved by the Village Board in 2017, and has been the Village's landscape consultant since the beginning of 2018.
The contract with the selected consultant is proposed to be a three (3) year agreement with the option (at the Village's discretion) to extend the agreement for an additional two (2), one (1) year extensions.
On August 6, 2026, a total of eight (8) consultants submitted responses to the RFP:

7. Upland Design, Ltd. - Refer to enclosed hourly rates

The Selection Committee reviewed and ranked the RFP responses based on the following selection criteria defined in the RFP.
- Hourly Rates - 20%
- Firm’s Similar Municipal Experience - 30%
- Project Team Qualifications - 30%
- Overall Completeness of Submittal - 10%
- Selection Committee Discretion - 10%
Based on the established evaluation criteria, Hey & Associates, Inc. was determined to be the most qualified and responsive firm to provide the best overall value for the project. Staff recommends that Hey & Associates, Inc. be approved as the consultant for the Landscape Architecture Services.
Financial Impact
Most of the services required as part of this RFP fall under the escrow/reimbursable requirement except for services directly requested by the Village for its own use or projects. The Village pays the consultants' invoices and reimburses itself from the escrow accounts.
In the FY2027 Budget, the Engineering Department has requested sufficient funds ($50,000.00) per year to pay for the selected landscape architecture consulting services.
Recommended Action/Motion
I move to approve a contract with Hey & Associates, Inc. for a total not-to-exceed contract amount of $50,000.00 per year from 2027 - 2029, and as fully presented.

I move to approve and authorize the execution of a Professional Services Agreement between the Village of Orland Park and Hey & Associates, Inc. of Chicago, Illinois for Landscape Architecture Services for a three (3) year term, with a not-to-exceed amount of $50,000.00 per year ($50,000.00 in 2027, $50,000.00 in 2028, and $50,000.00 in 2029), for a total not-to-exceed amount of $150,000.00), with the option, at the Village's discretion, to extend the agreement for up to two (2) additional one (1) year terms;
AND
Authorize the Village Manager to execute all related contracts, subject to Village Attorney review.
