REQUESTED ACTIONS

Factory Motor Parts proposes a 5,120 SF, one-story warehouse addition to the east side of its existing 5,000 SF automotive-parts distribution facility. The completed building would contain 10,120 SF. Associated improvements include a new public sidewalk, parking and accessible-route revisions, an enclosed dumpster area, landscaping, one new rooftop HVAC unit in addition to two existing rooftop units, and limited exterior lighting.  The petitioner is requesting the following approvals:

 

- Site Plan for the building addition and related site improvements. 

- Landscape Plan. 

- Building Elevations. 

- A Variance to allow for the omission of the required Type 1 bufferyard along the South side of the property. 

- A Variance to allow for the omission of the detached parking lot island, required for every 10 parking spaces provided.

 

STAFF RECOMMENDED ACTION

Regarding Case Number 2026-0636 - Factory Motor Parts Addition - 15605 S. 70th Court - Petition for Development Review, Staff recommends the Plan Commission accept and make findings of fact as discussed at this Plan Commission meeting and within this Staff Report dated August 27, 2026;

 

And

 

Staff recommends the Plan Commission approves a Variance to allow for the omission of the required Type 1 bufferyard along the South side of the property.

 

And

 

A Variance to allow for the omission of the detached parking lot island, required for every 10 parking spaces provided.

 

And

 

Staff recommends the Plan Commission approves a site plan, Landscape Plan, and Building Elevations prepared by Edward Farr Architects, Inc., dated August 18, 2026, subject to the following conditions:

 

1. Provide two Code-compliant loading spaces in accordance with Section 6-306.J and Table 6-306(J)a. While the revised architectural site plan (Sheet A1.1) currently designates a single 12’ x 25’ loading berth, the final     coordinated site and architectural plans must explicitly delineate the location, dimensions, access, and maneuvering area for both required loading spaces.

 

2. Submit a revised final landscape plan addressing all remaining landscape-consultant comments. The final plan shall provide:

     a. A complete inventory of all existing trees measuring four inches DBH or greater.

     b. Any required tree-replacement or mitigation calculations.

     c. Any relief necessary from the landscape requirements shall be identified and approved before final plan approval.

     d. Obtain final approval of the Landscape Plan from the Village’s landscape consultant before issuing a building permit.

 

3. Ensure the new continuous barrier curb along the 70th Court frontage-as denoted on the revised architectural site plan (Sheet A1.1)-is designed to fully separate the vehicular-use area from the frontage landscaping and pedestrian improvements, consistent with Section 6-305.E.6.a.2.vii. The final curb alignment and construction details shall be approved by the Engineering Department prior to permit issuance.

 

4. Install rooftop mechanical equipment screening in strict accordance with the approved architectural plans (Sheets A4.1, A5.1, and A5.2) utilizing the CityScapes Envisor ABS Louver system to ensure equipment is completely concealed from all property lines and rights-of-way.

 

5. Remove all barrels, drums, and other unapproved exterior storage located in front of the south-facing building elevation. No exterior storage shall be permitted unless shown on an approved site plan and screened in accordance with Section 6-308.J.1.

 

6. Obtain final engineering approval before issuance of a building permit. Final plans shall address all outstanding grading, drainage, utility, sidewalk, pavement-edge, accessibility, loading, and site-construction requirements and shall be consistent across the civil, architectural, and landscape plan sets.

 

7. Meet all Building Code, Land Development Code, accessibility, lighting, Engineering Department, Fire Department, and applicable outside-agency requirements.

Regarding Case Number 2026-0636 - Factory Motor Parts Addition - 15605 S. 70th Court - Petition for Development Review, I move to approve the Staff Recommended Action as presented in the Staff Report to the Plan Commission for this case.
