PROJECT CONTEXT
The subject property is located within the Orland Crossing Planned Development, which was approved in 2004 as a mixed use residential and commercial development (2004-0345). The development consists of 85 townhome units, over 100,000 sf of commercial space, over 20,000 sf of office space, and 4 commercial outlots. The development can be accessed from signaled intersections at LaGrange Road and 142nd Street or at 95th Avenue and 143rd Street. The fountain is located within the roundabout circle on 95th Avenue and 142nd Street interior to the development.
The fountain was originally approved with the overall site plan in 2004 (2004-0345). The landscape plan was subsequently approved in 2005 (2005-0192), which included more details for the fountain and the landscaping that was to be installed around it. The original approved landscape plan included the installation of 293 perennials/ornamental grasses, 79 deciduous shrubs, 27 evergreen shrubs, and seasonal annuals around the fountain in the roundabout circle.
DETAILED PLANNING DISCUSSION
In February 2025, the contractor discussed the project with Development Services staff and a list of next steps was provided in writing via email. Village staff became aware that renovations had begun on the existing fountain, which involved plumbing and electrical work without a permit. Staff alerted the petitioner that an appearance review is required for exterior work to a commercial site, and they subsequently submitted their application. The fountain renovations caused damage to the landscaping around the fountain, which will need to be replanted and maintained in compliance with the approved landscaping plan for this development. If a revised landscape plan is desired by the property owner, a separate Appearance Review will be required.
The petitioner is proposing to renovate the existing fountain located within the roundabout circle on 95th Avenue and 142nd Street. The existing masonry base for the fountain will remain, but the water feature will be updated to consist of 5 black vases made of a masonry material surrounded by natural rocks of varying sizes. The water will come up through the 3 tallest vases and flow down to the 2 lower vases and rocks.
Overall, the project conforms to the Village’s Comprehensive Plan, Land Development code, and policies for this area.
Recommended Action/Motion

If revisions to the landscape plan are desired, a separate Appearance Review application package must be submitted and approved prior to the commencement of planting.
