Planning Overview
Project description & Context
During the Plan Commission meeting in 2003, it was acknowledged that this site is one of the most important remaining sites in the heart of the Village Center District. To incorporate quality design principles to this corner to facilitate a dramatic entry point and encourage pedestrian access to the site. Thus, the removal of the 3 existing parking spaces in the front of the building align with the original goal of the area. The petitioner will replace the concrete/asphalt with landscaping to match the 2004 board approved landscaping plans.
The southern entrance area and the existing landscaping shall remain, and modifications to this area are minor. A tactile warning system has been proposed near the curb. Proposed brick pavers will match the existing brick pavers on site. The new accessibility concrete aisle will be extended up to the curb on the southern entrance of the building to comply with ADA regulations.
Lot Coverage
In the COR zoning district 75% of the lot may be covered with impervious surfaces with 25% of the site being reserved for pervious surfaces. According to a previously approved Appearance Review,2003-0451, the existing lot coverage was 74.9% impervious. The petitioner has proposed to remove 2,076 SF of asphalt pavement and brick pavers. However, the petitioner will remove approximately 154 SF of landscaping at the south of the building to accommodate the concrete pavement for ADA compliant parking walkway. In total 1,922 SF of impervious material will be removed which reduces the lot coverage. As proposed the site is compliant with section 6-210.G.
Off-Street and Loading Requirements
Huntington Bank is considered a financial Institution which requires 1 parking space for every 300 SF plus an additional 3 stacking spaces per drive-through lane. The existing building is 13,784 SF and requires 46 spaces including 2 ADA spaces.
The current site has 49 spaces two of which are ADA spaces. The petitioner has proposed to add one additional parking space to the site bringing the total number of parking spaces to 50.
The entire parking lot will be re-striped to match the existing striping on site.
ADA Parking Dimensions
The Land Development Code allows for shared access aisle ADA spaces. The proposed width of the 2 ADA spaces and access aisle is 8'-6". The width of the proposed parking spaces is 18'. Handicapped signage is proposed for both ADA parking spaces. The ADA access aisle and parking spaces will be stripped blue The proposed relocation of the ADA spaces complies with 6-306.D.
The new accessibility concrete aisle will be extended up to the curb on the southern entrance of the building to comply with ADA regulations.
All proposed wheel stops have been removed from the site plan.
Landscape and Tree Preservation
The proposed modifications to the parking lot and entrance area will result in an increase of less than 25% of the square footage, full compliance with the landscape ordinance is not required per section 6-305.B.3.a. However, the site must remain in compliance with the final approved landscape plan from case number 2003-0451. All dead landscaping on the site must be replaced to match what is existing.
