PLANNING OVERVIEW

In 2010, the Board of Trustees adopted policies titled, “Co-Locating Wireless Communication Facilities on Village-Owned Property” (2009-0288).  The policy includes six components related to: screening ground equipment cabinet enclosures; if required landscaping screening cannot be accommodated, fees will be paid to the Village’s Tree Mitigation Bank in lieu of the required landscaping; ground equipment shelter screening requirements; assessment for multiple tenants or co-locations on the infrastructure; one-time maintenance fee and site access; and compensation to the Village on a quarterly basis that will follow a pre-determined fee schedule.

T-Mobile is proposing to remove existing equipment from the concrete pad at the base of the monopole structure, including the following:

•                     Remove post and its 12 existing modules, relocate 1 of the existing modules

•                     Remove Frequency Selective Electrical Bypass (FSEB)

•                     Remove battery cabinet

•                     Remove site support cabinet

In their place, they are proposing to install the following equipment:

•                     Install one HPL3.1 site support cabinet with pre-installed equipment, including a delta boost voltage booster, a floor-mount surge protective device (SPD) tray, a fiber patch tray combo, and a rack-mount SPD tray with 3 modules

•                     Install one LB3 battery cabinet

The two new cabinets proposed for installation will be placed 1’ apart from each other on the concrete pad and 3’ away from the existing vinyl fence screening the equipment. Two new Hierarchical Cell Structure (HCS) 6x24 trunks are also proposed to be installed on the monopole connecting to the new site support cabinet. On their antenna, they are also proposing modifications to their existing equipment, including the removal of four modules. They are proposing to install new antenna, breakout box, and Remote Radio Unit (RRU) adjacent to the existing antenna, located at approximately 80’ high on the tower. The proposed work will not adversely impact the appearance of the tower and will not increase its height or bulk.
