BACKGROUND
The subject property was formerly three separate lots with one single-family home. The former single-family home was demolished in 2019. A Plat of Consolidation to consolidate the three lots into one 7,500 sf lot to build a new single-family home on the property was approved in 2024. The petition included a variance request to exceed the maximum lot width from 50’ to 75’ (2024-0717).
The new single-family home design was administratively approved via a Certificate of Appropriateness on November 14, 2024 (2024-0718). The home is similar in size to recently constructed single-family homes in the Old Orland Historic District and meets all Village and Land Development Code regulations for new construction. This building is new construction and is considered a Non-Contributing Structure to the Old Orland Historic District, per Section 6-209 of the Land Development Code.
PROJECT DESCRIPTION & CONTEXT
The petitioner is proposing to construct a new vinyl fence along the perimeter of the property at 14335 Oak Place. The property is on a corner lot with street frontage along Oak Place and 144th Street. There is also a public alley in the rear of the site. A Certificate of Appropriateness is required for all new and replacement fences in the Old Orland Historic District, which is reviewed administratively.
Per Section 6-209. of the Land Development Code, in the Old Orland Historic District, for front yards and yards abutting a street, fences shall not exceed a height of 4-feet, must be 50% open, and be of picket construction. All other fences shall not exceed a height of 5-feet. Chain link fences are not permitted. Fences on property with contributing structures shall be of wood construction. Fencing on property with non-contributing structures or new construction can be vinyl. (Ord. 4738, 6/18/12).
The proposed fence varies in height. The petitioner is proposing a section of 5’-tall privacy fencing along the north interior property line. This fence will be white vinyl in the style Belmont from America’s Backyard Products. The rest of the fencing proposed is white 4’-tall picket fencing with a flat top to match the privacy fence. The picket fence will be located around the perimeter of the site, setback appropriately to match the porch in the front and the detached garage in the rear. The fence will also accommodate the required 1’ setback off of the exterior side along 144th Street. The finished side of the fence shall face the neighboring residential properties as applicable.
Overall, the project conforms to the Village’s Comprehensive Plan, Land Development Code and policies for this area.
