Roof Repairs at Centennial Park West and Public Works

On July 27, 2026, an EF-0 tornado passed through the Village, causing moderate to substantial roof damage at the Public Works facility and Centennial Park West (CPW). The following day, Solaris Roofing was called out to make temporary repairs at both facilities to prevent further water infiltration and roof damage. Permanent repairs are needed as soon as possible to ensure the long-term viability of the roofs. A summary of the storm damage at both sites is provided below:
At the CPW Concert Venue, sections of the coping and metal cover plate associated with the roof was dislodged and/or damaged. Sections along the perimeter of the entire Concert Venue facility were affected, including the coping on the garbage corral and front-of-stage area.
At Public Works, sections of the coping, corner caps, and ethylene propylene diene monomer (EPDM) membrane associated with the roof were dislodged and/or damaged, primarily along the west side of the North Garage and Salt Building.
Anthony Roofing/Tecta America LLC, a participant in Omnia Partners' joint purchasing program under Contract #04-29, submitted proposals to complete roof repairs at the CPW concert venue and the Public Works building. Because the Omnia-awarded contract with Anthony Roofing/Tecta America LLC covers all levels of roof repair work, a proposal was submitted to Public Works from them under that agreement. Anthony Roofing/Tecta America previously completed the Main Pump Station roof recoating project for the Village in 2024, providing a demonstrated track record with Village facilities. A summary of the scope of work and proposals for both repairs is provided below:
The CPW (15609 Park Station Blvd.) scope of work covers coping cap replacement around the music venue facility. Work will be completed by removing the existing medium/dark bronze coping cap and metal cover plate system, then installing a new one-piece aluminum metal receiver anchored to the existing wood blocking and a new one-piece aluminum coping cap sized to close the gap between the existing metal panels and the wood blocking. Anything wider than ten to twelve inches (10"-12") gets a bird's-beak profile at the middle to prevent oil-canning, the underside gets washered fasteners, and splice plates with sealant are installed at every ten foot (10') joint. Anthony Roofing supplies the aerial lift and demo dumpster, and a 1-year workmanship warranty. The price for Option 1 is $63,650, while the price for Option 2 is $35,800. Anthony Roofing offered a $10,000 package deduction if both are done together, bringing the combined price to $89,450. The only difference between Option 1 and 2 is the size of the coping being replaced. The completion of both options are necessary to prevent future water penetration issues as well as preserve building aesthetics.
The Public Works (15655 S. Ravinia) scope of work is a single $16,500 repair scope: demo the existing loose white coping cap and damaged corner caps, re-attach any loose wood blocking and loose EPDM membrane at exposed metal edges as needed, then install a new one-piece aluminum receiver and an oversized one-piece aluminum coping cap. Like the CPW proposal, it includes washered fasteners on the underside, splice plates and sealant at every ten-foot (10') joint, contractor-provided lift and dumpster, and a 1-year workmanship warranty.

Cooperative Purchasing / Contracting Programs
The Village utilizes a variety of cooperative programs (e.g. Omnia, Sourcewell, HGACBuy, State of Illinois Joint Purchase Program) to obtain proposals for goods and services. While not always the chosen approach, cooperative purchasing simplifies the procurement and service process for public agencies by allowing them to purchase through existing contracts negotiated by other public agencies. In other words, cooperative purchasing contracts have already gone through a competitive solicitation, evaluation process and been awarded to a supplier. The benefits of cooperative purchasing for public agencies include reduced procurement costs, greater time efficiency and the ability to obtain value-add and higher-quality products and services at industry-leading pricing. For further reference, additional information regarding cooperative purchasing has been included as supporting documentation.
As such, based on price and company qualifications, staff recommends approving the proposal from Anthony Roofing/Tecta America LLC for $105,950.00. A contingency of is not requested for this project.
Financial Impact
Funding in the amount of $105,950.00 is available in account 1008010-443100 for these repairs.
Property Damage Claim Forms documenting the damage, along with associated repair proposals, are attached for review. Public Works has submitted an insurance claim to offset the cost of these repairs; however, operating budget funds are available to cover the work should insurance decline coverage. Any funds received from the Village’s insurance carrier will be returned to the general fund. Costs will also be included as part of the Village's FEMA disaster request.

I move to approve participation in joint purchasing cooperative Omnia Partners pursuant to Contract #04-29 and authorize the approval and execution of a vendor contract with Anthony Roofing/Tecta America LLC. for Roof Repairs at CPW and Public Works based on Anthony Roofing Tecta America LLC’s two (2) proposals for $89,450.00 and $16,500.00, both dated August 5, 2026, for a total not-to-exceed contract price of $105,950.00;
AND
Authorize the Village Manager to execute all related contracts subject to Village Attorney review;
AND
Authorize the Village Manager to approve change orders related to this contract within the authorized amount.
