OVERVIEW AND BACKGROUND

The large sanctuary addition to the west of the Twin Towers Chapel was constructed in 1961. According to the 2008 RAI Survey, it is not a Landmark or a Contributing Structure to the Old Orland Historic District. The building is not connected to the Twin Towers Chapel and is currently used as a separate congregation space for the Southwest Evangelical Covenant Church.

PROJECT DESCRIPTION & CONTEXT

The petitioner is proposing the following regular maintenance work to the exterior of the structure:

-Replacing the roof with Owens Cornings shingles in the color Colonial Slate to match the existing roof shingles.

-Replacing the gutters.

-Replacing the downspouts.

-Replacing the soffit & fascia.

-Painting the wood windows.

Section 6-209.F.3.e.1 states “New or replacement roofs of wood or asphalt shingles are appropriate… Asphalt shingles should be simple, flat, and smooth, and in an appropriate color.” The proposed replacement roof material is appropriate, and the color will match the existing.

Section 6-209.G states that changes to roofs are considered minor changes, which require an administrative Certificate of Appropriateness review for Non-Contributing Structures in the OOH District.

As proposed, the exterior work meets the requirements of the Land Development Code and is compatible in character, color, and texture with that of the district. The replacements will improve the appearance of the building and create a more harmonious design that is compatible with the character of the Old Orland Historic District.
