RFP #26-051 Athletic Complexes Fencing Replacement & Repairs
History
Request for Proposal (RFP) #26-051 (attached) was issued on July 10, 2026, for upgrades to the Centennial Park homerun fences for fields 1 through 5, a new fenced in dumpster coral at Centennial Park and backstop chain mesh replacement at the John Humphrey complex fields 1 through 5. The existing fencing at Centennial Park is a 25-year-old galvanized chain link that shows its age in rust and fatigue of the chain link mesh. The fence post footing is heaving causing gaps at the bottom of the fence in which balls can escape the playing surface. The heaved footings also present a safety risk with the exposed concrete. The dumpster coral at Centennial Park was previously a wood coral that had rotted away and had been removed. The John Humphrey mesh directly behind home plate needs replacement due to high volume of use the complex receives. The mesh has molded and bent beyond repair compromising its structural integrity.
Specific work for the repairs is detailed in the attached Scope of Work.
The RFP was posted on Bid Net, and the information was partially downloaded by twenty-seven (27) vendors and fully downloaded by four (4) vendors.
One proposal was received from Proline Fence.
Proline Fence is a familiar vendor that previously installed the backstops at Centennial on fields 1-5. Proline's workmanship was professional, and met project specifications using durable, high-quality products.
Staff recommend awarding RFP #26-051 to Proline Fence at a cost of $298,700.00, plus a 10% contingency of $29,870 for a total not to exceed $328,570.00. Proline meets Village RBO requirements.
While this project was not planned during the 2026 budget process, funding is available in the Recreation & Parks departments Athletics Division budget utilizing the $75,000.00 ear-marked for the declined Eagle Ridge II half-basketball court project, and by using available funds in other Athletic Division accounts.
Financial Impact.
Funds are budgeted in 2009100 for these repairs.

I move to approve the contract with Proline Fence of Joliet, IL for a total not to exceed amount of $328, 570 and as fully referenced.

I move to approve and authorize the approval and execution of a vendor contract for goods, supplies and services with Proline Fence of Joliet, IL for RFP #26-051 in the amount of $298,700.00 plus a 10% contingency of $29,870.00 for a total not to exceed contract price of $328,570.00;
AND
To authorize the Village Manager to execute all related contracts subject to Village Attorney review;
AND
Authorize the Village Manager to approve change orders related to this contract within the authorized amount.
