BACKGROUND

The subject property is located within the Orland Crossing Planned Development, which was approved in 2004 as a mixed use residential and commercial development (2004-0345). The development consists of 85 townhome units, over 100,000 sf of commercial space, over 20,000 sf of office space, with 4 commercial outlots. The development can be accessed from signaled intersections at LaGrange Road and 142nd Street or at 95th Avenue and 143rd Street.

In 2014, a Special Use Amendment with Modifications was granted for the development of the Mariano’s grocery store (2013-0566, 2014-0434, 2014-0439). The modifications granted were for the parking lot location within the front and side setbacks, reducing the parking lot setback, increasing the building setback, and reducing the required number of bicycle parking. A variance was also granted to increase the required parking by 26%.

PROJECT DESCRIPTION & CONTEXT

The petitioner is proposing an expansion and update to their grocery pick up area in the parking lot. The total proposal includes new directional signage and the restriping of pickup parking spaces with pavement markings.

The proposal does not increase the number of parking spaces. The existing pickup area is 4 spaces. The proposal is to expand the area to the adjacent 4 spaces, for a total of 8 pickup spaces. The spaces will include pavement markings numbered 1 through 8, a hashed walkway connecting to the main building, and signs in front of each space indicating they are for pickup only. Since there is already excess parking on site, staff is not concerned about converting 4 spaces into pickup-only.

The rest of the parking lot will remain untouched. The proposed signage will be reviewed through the Village’s sign permit process.

Overall, the project conforms to the Village’s Comprehensive Plan, Land Development Codes and policies for this area.
