Title/Name/Summary:
Bank of America - 15862 S LaGrange Road - Appearance Review for ATM relocation and rerouting of data and power
History:
The subject property (P.I.N. 27-16-403-011) is located within the Lakeview Plaza shopping center and is zoned COR – Mixed Use. The site currently contains an operating Bank of America branch with multiple existing drive-through lanes. The applicant proposes to remove the ATM along 158th Street (north side of property) and relocate it to the existing drive-up ATM location on the south side of the property. The facility was previously home to Lasalle Bank, going back to the year 2000. In 2016, a review was performed which enabled Bank of America to install the ATM which the bank is now asking to remove and place in the existing drive-up lanes on the South end of the property. In addition, the petitioner requested approval for lighting and landscape changes in 2023.

PROJECT DESCRIPTION & DETAILED PLANNING DISCUSSION

Per the construction documents (Nelco Architecture, Inc., dated 06/13/2025), the scope includes: saw-cutting and partial demolition of the existing concrete island; trenching as needed for new electrical and low-voltage raceways; installing a new reinforced concrete ATM island (~4" high at the ATM centerline on the customer side); installing new traffic/security bollards with gray HDPE sleeves and red reflective bands; relocating the existing drive-up ATM to the new position; and routing power/data concealed to the existing network/electrical room. Existing drive-through signage is to remain unless specifically indicated; vendor-provided 'Drive-Thru ATM' and 'Do Not Enter' signs shown on the plans will require a separate sign permit under LDC Section 6-307.
The relocation occurs entirely within the existing drive-through area on the south side of the site. Lane widths are maintained by trimming/reshaping the island and restriping. All disturbed pavement and any incidental landscape/curb areas are to be repaired to match existing. No changes to traffic circulation or the number of drive-through lanes are proposed.
Scope of Work (per permit applications and plans):
Remove existing ATM and island along 158th Street frontage.
Relocate ATM to south drive-through lane with new reinforced concrete island.
Route new power and data conduits from ATM to existing electrical room
Install security bollards and protective measures.
Remove associated signage, striping, and canopy-mounted clearance bars at the former ATM lane.
Planning Considerations:
Landscaping (LDC Section 6-305): Removal of the north ATM creates an opportunity for improved landscaping. The disturbed area must be restored with landscaping consistent with Section 6-305 standards, which requires screening of vehicular areas and continuity of landscaped buffers.
Pedestrian Connectivity: Currently, the sidewalk on the west side of the property does not connect through to 158th Street. Relocation of the ATM eliminates a vehicle/pedestrian conflict point at the north, and staff recommends completing the missing sidewalk connection as part of this petition to improve site walkability.
Façade/Design: ATM relocation is to a screened drive-through area at the rear (south) of the site. No major architectural changes are proposed to the main building façade.
Traffic/Circulation: The proposal consolidates ATM operations to one location, simplifying traffic flow. The south-side ATM is integrated into existing drive-through stacking and circulation lanes.
Engineering: All disturbed pavement or landscaped areas must be repaired to original or better conditions, per demolition/construction notes

Recommended Action/Motion

The Appearance Review for Bank of America, case number 2025-0639, as shown in the plan titled: “Appearance Review for ATM relocation and rerouting of data and power”, submitted on July 28, 2025, has been administratively approved on September 8, 2025, subject to the following conditions:

Landscaping: Remove the existing ATM island and restore the disturbed area with landscaping per Section 6-305 of the Land Development Code. Landscape plans must be submitted for staff approval prior to building permit issuance.
Sidewalk Connectivity: Complete the sidewalk connection from the west side of the property to 158th Street to ensure continuous pedestrian circulation.
Site Restoration: All disturbed pavement, striping, and landscaping areas must be repaired or replaced to Village standards.
Bollards/ATM Island: Install bollards and ATM island as shown on plans; materials must be consistent with those used elsewhere on site.
Permits: Obtain required building and electrical permits prior to commencement of work
Scope: Approval is limited to the ATM relocation and associated site work described in this petition.
