Title
Mobile Generator Transfer Switch Project
History
The Village recently acquired an 800kW mobile trailer generator to serve as a dispatchable emergency power source for any Village facility lacking its own permanent generator, including the Civic Center, the Franklin Loebe Center (FLC), the SportsPlex, and CPW. The generator is currently stationed at Public Works. Public Works’ existing backup setup, consisting of 150kW and 80kW generators, can power only a portion of the building, leaving phone lines inoperable and large areas of the facility without electricity during an outage.
The Public Works Renovation Project, which includes a dedicated backup generator sized for the entire facility, is likely still one to two (1-2) years from installation. In the interim, staff identified the 800kW mobile generator as an ideal means of bridging that gap. For the generator to supply power to the building immediately in the event of an emergency, however, a transfer switch rated for the new power source is required, as the existing switch at Public Works cannot accommodate it. The new transfer switch will remain with the mobile generator, and can be used during mobile operations at other Village facilities, so its value extends well beyond the interim period at Public Works. Once the facility’s dedicated generator is installed, the mobile unit and its transfer switch will return to their intended role as a dispatchable resource for the Village.
Public Works developed a scope of work, referred to as the Mobile Generator Transfer Switch Project, that addresses backup power connections and a service modification at Public Works. The first part of the work adds generator capability to the existing 1200A main electrical service. This involves furnishing and installing a new 800A weatherproof automatic transfer switch and a temporary generator connection interface panel, so a portable generator can be connected quickly during an outage. The switch will be tied to the main service panel via a rigid conduit run along the exterior of the building.
The second part of the work moves the South Garage (Building Five) off its separate utility service and feeds it from the main electrical service instead. Approximately two hundred fifty (250) feet of conduit will be run from the main service panel to the South Garage and a 60A/480V feed, a 60A/480V disconnect, and a new 45 kVA transformer on the east garage wall will be installed via conduit from the transformer to the existing panel. A temporary electrical shutdown will be also coordinated with ComEd during a portion of the project.
Cooperative Purchasing / Contracting Programs
The Village utilizes a variety of cooperative programs (e.g. Omnia, Sourcewell, HGACBuy, State of Illinois Joint Purchase Program) to obtain proposals for goods and services. While not always the chosen approach, cooperative purchasing simplifies the procurement and service process for public agencies by allowing them to purchase through existing contracts negotiated by other public agencies. In other words, cooperative purchasing contracts have already gone through a competitive solicitation, evaluation process and been awarded to a supplier. The benefits of cooperative purchasing for public agencies include reduced procurement costs, greater time efficiency and the ability to obtain value-add and higher-quality products and services at industry-leading pricing. For further reference, additional information regarding cooperative purchasing has been included as supporting documentation.
