BACKGROUND

In 2022, the Village established Master Service Agreements for Professional MEP and Architectural Services with several pre-qualified firms for facility improvement projects. Since that time, the Village Board approved Tria Architecture for A/E Services for the OPHFC Pool Renovation Project on April 15, 2024, under Legistar 2024-0271. Tria has since completed schematic documents, construction documents, and Illinois Department of Public Health permitting for the project.

The OPHFC Pool Renovation Project includes both interior and exterior improvements to modernize the existing pool area and related support spaces. Because the project includes exterior building work associated with the pool pump room expansion and related improvements, an Appearance Review is required.

DETAILED PLANNING DISCUSSION

Per Section 5-106 of the Land Development Code, the Appearance Review process is intended to maintain and enhance the appearance of existing development through administrative review of building and site changes, while confirming compliance with applicable Code requirements and maintaining harmony with surrounding community character. The proposed work qualifies for Appearance Review because it involves exterior building changes to an existing Village-owned recreational facility.

According to the submitted scope of work, the OPHFC Pool Renovation Project includes replacement of pool lighting, refinishing of the pool and spa, expansion and renovation of the pool pump room, replacement of pool equipment, construction of a new underground surge tank, chlorine room, and storage room, and replacement of floor drains and piping in the men’s locker room corridor.

While much of the project is functional and equipment-related, the plans also show exterior modifications that are visible from outside the building and therefore subject to Appearance Review.

The submitted architectural elevations indicate that the proposed exterior work is designed to remain compatible with the existing building. The plans note the use of face brick, salvaged brick, cast stone to match existing, and pre-finished metal coping, and further indicate that removed brick is to be salvaged, cleaned, stored, and protected for reinstallation where applicable. The proposed rendering shows the addition blending into the existing building through consistent masonry materials and massing.

The plans also note that masonry infill is to be toothed in using whole units and that patching is to match adjacent surfaces in material and texture. In staff’s opinion, these details help maintain visual continuity with the existing OPHFC building and support the intent of the Appearance Review process.

The site plan indicates that the area of work is limited to a portion of the existing building and adjacent site area. The plans note that the addition is to be constructed above existing lower-level space such that the building footprint remains the same. The site plan also shows a concrete walk connection to the existing sidewalk and identifies disturbed grass areas to be restored.

The site plan notes further require protection of existing grass areas, landscaping, and adjacent surfaces during construction, with any damaged areas to be repaired or replaced at no additional cost. Staff finds that the proposed work is appropriately limited in scope and will not substantially alter the overall site layout or character of the property.

Although the project is primarily a renovation and infrastructure upgrade, the exterior plans demonstrate consistency with the general intent of the Village’s design standards by using durable, compatible materials and maintaining the established character of the existing building. The project represents an investment in modernization and long-term maintenance of an important public recreational facility. Overall, the project conforms to the Village’s Comprehensive Plan, Land Development Codes, and policies for this area.
