RFP #26-044 - Village-Wide Comprehensive Neighborhood Traffic Safety Studies and Neighborhood Traffic Calming Manual was issued on June 2, 2026, to solicit proposals from qualified and experienced transportation engineering firms to provide professional traffic engineering consulting services for a Village-Wide neighborhood traffic study, which will help the Village understand and address current neighborhood traffic issues and guide the development of neighborhood traffic-calming and safety improvements.
To support the Village-Wide neighborhood traffic study, the selected consultant is required to create a Neighborhood Traffic Calming Manual. This manual will provide traffic-calming tools and safety measures to improve safety, reduce vehicle speeds, and enhance pedestrian and bicycle safety.
The scope of work includes traffic data collection, coordination with governmental agencies such as Cook County and IDOT, Village-Wide neighborhood traffic analyses, development of the Neighborhood Traffic Calming Manual, applications for future grant funding, and other professional services as necessary and related to this project.
On July 16, 2026, a total of three (3) engineering consulting firms submitted proposals in response to the RFP. Following the initial review of proposals, staff conducted interviews of all 3 respondents listed below:
1. Kimley-Horn and Associates, Inc. - $208,042.00
2. Thomas Engineering Group, LLC - $548,932.00
3. SE3, LLC - $663,544.00
The Selection Committee reviewed and ranked the RFP responses based on the following selection criteria defined in the RFP:
- Proposal Cost (30%)
- Firm's experience in municipal traffic studies, available capacity to perform the work, schedule (20%)
