SCADA System Server Replacement

History
The Village of Orland Park operates a water distribution system and sanitary/storm collection system across twenty-five (25) different locations. These sites include seven (7) water towers, three (3) booster stations, one (1) main pumping station, thirteen (13) lift stations, and one (1) storm station.

The Utility Division of Public Works has used the Supervisory Control and Data Acquisition (SCADA) system since 1985. The system provides twenty-four (24) hour monitoring and controls for the Village’s water and sanitary system.

The Village of Orland Park’s current SCADA server was installed in 2019, and is nearing the end of its serviceable life. It has served the Village well, but it is now over six (6) years old and running Windows Server 2016. Microsoft will end extended support for Windows Server 2016 in January 2027. After that date, it will no longer release critical security patches or performance updates for that operating system version. Running critical services on out-of-support hardware and software is a potential cybersecurity risk and is not recommended. This is especially true now, with the current threats and cyber-attacks on the county’s water infrastructure and systems.

Concentric Integration recommends that the Village replace its SCADA server and upgrade the operating system to Windows Server 2025, the latest Windows Server operating system available. In addition to upgrading the server hardware and operating system, the SCADA software, iFix, and alarm notification software, Win911, will be upgraded for compatibility with Windows Server 2025. A rack-mount server will be specified to replace the existing server at Village Hall, similar to what’s currently installed.
