Gewalt Hamilton Associates Continued GIS Services
History
In December of 2020, the Village retained Gewalt Hamilton Associates, Inc. (GHA), of Vernon Hills, Illinois, to conduct a full audit and assessment of the Village’s GIS System as well as to create a strategic plan to modernize the Village’s GIS system. Subsequently, the Village retained GHA for interim GIS services until a full Request for Proposals (RFP) for said services could be developed, issued, and responded to. In January 2021, a full Request for Proposals was developed.
GHA was the lowest responsive and responsible proposer for the new GIS system build and the ongoing support services. As previously noted, GHA was also selected in January 2021 as the interim GIS vendor through March 2021. Since that time, they have been providing the Village with assistance to the day-to-day operations as they relate to GIS. Staff has provided positive feedback based on their interaction with GHA.
Staff recommended approval of a contract with GHA for GIS services from 2021 through 2023. This contract was renewed in 2024 for a term through 2026.
In addition to providing the GIS services, GHA has offered to provide hosting of our ESRI GIS software in their cloud. Currently ESRI is licensed by the Village and run on Village servers. GHA hosting will cost between $6000-$8000 per year but will reduce the Village ESRI license costs to $8000. GHA hosting and ESRI licensing costs combined will equal $15,200, which is a savings of a minimum of $7000 over the Esri licensing alone.
Staff recommends that the Village sign an additional three-year contract with GHA for GIS services and ESRI cloud hosting for a cost of $200,000 for 2027, $207,500 for 2028 and $215,100 for 2029 for a total three-year contract cost not to exceed $622,600 to maintain operational continuity.
