AN ORDINANCE GRANTING RELIEF FROM CERTAIN SIGNAGE REQUIREMENTS OF THE LAND DEVELOPMENT CODE OF THE VILLAGE OF ORLAND PARK
BODY
WHEREAS, the Village of Orland Park (“Village”) is a home rule unit of local government as provided by Article VII, Section 7 of the Illinois Constitution of 1970; and
WHEREAS, the economy of the United States, including that of the Village, has entered a difficult recessionary period as a result of the COVID-19 pandemic; and
WHEREAS, consumer spending is two-thirds of the gross domestic product and the quickest way to stimulate the economy is to increase consumer spending; and
WHEREAS, Orland Park businesses have been especially hard hit by the effects of the economic downturn; and
WHEREAS, the Village President and the Board of Trustees of the Village seek to provide temporary relief to Village businesses in the form of a temporary moratorium on enforcement of certain signage requirements in the Land Development Code of the Village.
NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the Village of Orland Park, Cook and Will Counties, Illinois, as follows:
SECTION 1
The recitals above shall be and are hereby incorporated in this Section 1 as if restated herein.
SECTION 2
The Village President and the Board of Trustees of the Village of Orland Park adopt and approve temporary relief from banner requirements in Section 6-307 “Signs” of Part 3: Regulations of General Applicability of Article 6: Development Regulations of the Land Development Code of the Village of Orland Park as follows:
The requirements of Section 6-307(G)(1)(c); “Temporary Signs; General Regulations for all Temporary Signs; Duration” will be suspended from the date of passage of this Ordinance until 90 days after the State of Illinois enters Phase V of the Restore Illinois Plan.
