RFP #26-036 - Ravinia Avenue South Extension, Construction Engineering was issued on May 13, 2026 to solicit proposals from qualified and experienced engineering firms to provide construction engineering services for the Ravinia Avenue South Extension.
Four engineering consultants submitted a response to the RFP. During the review process, staff requested revised proposals based on scope clarifications. The selection committee's evaluation was based on final proposals received.
1. Valdes Architecture and Engineering - $171,930.00
2. Spaceco, Inc. - $181,500.00
3. Thomas Engineering Group, LLC - $206,585.20
4. Atlas Engineering Group, Ltd. - $234,385.00
The selection committee reviewed and ranked the RFP responses based on the selection criteria defined in the RFP. Valdes Architecture and Engineering was determined to be the most qualified firm and the best overall value for the project.
Financial Impact
This project is being funded through the Village’s Tax Increment Financing (TIF) district.
Recommended Action/Motion
I move to approve a contract with Valdes Architecture and Engineering for a total not-to-exceed contract amount of $171,930.00 and as fully presented below.

I move to approve and authorize the execution of a Professional Services Agreement between the Village of Orland Park and Valdes Architecture and Engineering of Lombard, Illinois for Ravinia Avenue South Extension, Construction Engineering for a total not-to-exceed contract amount of $171,930.00;
AND
Authorize the Village Manager to execute all related contracts, subject to Village Attorney review.
